Description: INDUSTRY DAY: An industry day will be conducted at the Los Angeles Air Force Base, Gordon Conference Center, Bldg 270, 483 North Aviation Blvd., El Segundo, CA 90245-2808 on 24 October 2006, 0900 - 1100 hours for the purpose of discussing the DRAFT Request for Proposal (RFP) [RFP # FA8807-06-R-0003] and answering questions regarding the Systems Engineering and Integration (SE&I) effort. This industry day will be a general session for all the participants. One-on-one sessions will not be provided. INDUSTRY DAY PARKING INFORMATION: All participants in the Global Positioning System Wing (GPSW) Systems Engineering and Integration (SE&I) Industry day on 24 October 2006 at the Los Angeles Air Force base, Gordon Conference Center, Bldg 270, 483 North Aviation Blvd., El Segundo, CA 90245-2808 should park at the Government-leased parking lot located at the Raytheon facility at El Segundo Blvd. and Sepulveda Blvd. Attendees should be at the parking lot by 0830 to allow for adequate time for shuttle transportation to Los Angeles Air Force Base. The Raytheon facility may be accessed from any entry along El Segundo Blvd. or the west gate off of South Hughes Way and Sepulveda Blvd. (see accompanying area map at the end of this synopsis for further directions). Once on the Raytheon facility follow the white signs that say, ?LA AFB Parking? to the Los Angeles Air Force base parking area. Participants should take the Aerospace B route Shuttle to the Los Angeles Air Force base. The Aerospace B route Shuttle runs continuously every 10 minutes to and from the Los Angeles Air Force base. Participants will get off the Aerospace B route Shuttle at the Los Angeles Air Force base gate where Government personnel will escort them to the Gordon Conference center, Bldg 270, where the industry day will be held. RELEASE OF PRELIMINARY DRAFT ACQUISITION DOCUMENTS: In support of the Systems Engineering and Integration (SE&I) effort for the Global Positioning System Wing (GPSW), preliminary draft acquisition documents, including the Statement of Work (SOW), Work Breakdown Structure (WBS), Award Fee Plan (AFP), Scoping documents, and draft Contract Data Requirements Lists (CDRLs), are available for review. THESE DOCUMENTS ARE IN PRELIMINARY DRAFT FORM AND THUS SUBJECT TO CHANGE. POTENTIAL OFFERORS SHOULD NOT RELY ON THESE PRELIMINARY DRAFT DOCUMENTS AS A BASIS FOR PROPOSALS. These documents are available through the GPS Bidder?s Library. Parties interested in accessing this information must apply at https://gps.losangeles.af.mil/gpslibrary where they must provide adequate justification for access, the requested contact information, and identify Mr. John Pezan, GPS Wing Program Library Administrator, [(310) 653-3208; email: john.pezan@losangeles.af.mil] as their Government point of contact. Additionally, the preliminary draft acquisition documents mentioned above are being provided in support of the industry day that will be conducted at the Los Angeles Air Force Base, Gordon Conference Center, Bldg 270, 483 North Aviation Blvd., El Segundo, CA 90245-2808 on 24 October 2006, 0900 - 1100 hours for the purpose of discussing the DRAFT Request for Proposal (RFP) [RFP # FA8807-06-R-0003] and answering questions regarding the Systems Engineering and Integration (SE&I) effort. The anticipated current schedule for release of the DRAFT RFP is on or about 20 October 2006, and release of the FINAL RFP on or about 3 November 2006. A contract award date is anticipated on or about 15 December 2006. ORGANIZATIONAL CONFLICT OF INTEREST SUBMISSIONS: Offerors are encouraged to provide plans to mitigate the potential conflicts of interest in accordance with AFSPC FAR Supplement 5352.209-9500, Organizational Conflict of Interest (OCI) (Nov 2002). Include discussion about the protection and isolation of information between the offeror?s (and/or team members?) other divisions, units, or subsidiaries. Plans should address each paragraph in the Statement of Work. Plans can be submitted to the PCO anytime prior to the proposal due date. Early submission will not be taken into consideration during the evaluation phase of the source selection. Industry Day Attendees List: All participants must submit their visit requests and an alphabetized listing of the names of all attendees via fax to Nicholas Ontiveros at (310) 653-1290 (Voice: (310) 653-1538) by COB 20 October 2006. This information must be provided in advance in order to ensure access to the industry day site and adequate seating for the industry day attendees. QUESTIONS SUBMITTAL: Potential Bidders/Offerors are requested to submit all questions/comments to Ms. Joyce M. System Description: The GPSW Systems Engineering and Integration program is the Systems Engineering and Integration component of the Navstar Global Positioning System (GPS), a vital weapons system supporting the war fighter by providing reliable, accurate, high integrity, passive, worldwide positioning, navigation, and timing information to an unlimited number of military and civil users. This system is composed of different segments including space and control. Systems Engineering and Integration (SE&I) is integral to the execution of these segments. Some of the major SE&I requirements include: responsibility for international system interface and integration of international system capabilities with GPS (i.e., L1C with Galileo, DASS interoperability, etc.); developing and maintaining an Integrated Data Environment (IDE) that will track GPS program-level issues and plans to resolve them; and developing the Systems Engineering Plan (SEP) from the enterprise perspective and ensure it includes all current Wing Systems Engineering, Integration and Test (SEIT) directives. PROGRAMMATICS: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror.
