- The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing 20mm PGU-27A/B TP Bulk Pack (BP) and 20mm PGU-27A/B-30A/B TP-T Linked Cartridges. The Government Technical Data Package (TDP) contains the pe rformance specification and top-level drawings. The main components include Brass Cartridge Case, Propellant, Projectile, and Primer. The performance requirements include Function and Casualty, Muzzle Velocity, Chamber Pressure, Action Time, Accuracy, Envi ronmental Conditions, and Waterproofness. The Technical Data Package (TDP) is classified as Distribution X; distribution is authorized to US Government Agencies and private individuals or enterprises eligible to obtain export controlled technical data. T he Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq., restrict distribution of the TDP. Violations of these export laws are subject to severe criminal p enalties. Disseminate IAW provisions of DOD Directive 5230.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the top two drawings (See www.dlis.dla.mil/jcp/ for instructions and information). A respondent t o this market survey must have available the facilities and skills required to design and prove out 20mm PGU-27A/B TP BP and PGU-27/30A/B TP-T Linked cartridges. Specific capabilities and skills required to manufacture the 20mm PGU-27A/B TP BP and PGU-27/3 0A/B TP-T Linked cartridges are as follows: Specific production capabilities required include: case prime machine to insert the electric primer into the cartridge case; trace equipment for tracing the projectile; projectile assembly equipment; cartridge Lo ad, Assemble, and Pack (LAP) equipment to weigh and load propellant and insert the projectile body/assembly into the cartridge case, crimp and gage cartridge chamber height, and link and pack out; and ballistic test facilities and equipment for measuring v elocity, pressure, action time, time of flight, etc. Production support equipment includes material handling systems, tool room equipment, ultrasonic test equipment, and metrology and metallurgy laboratories. Production for these 20mm cartridges is very co mplex and requires sophisticated industrial capabilities. Skills required to produce these cartridges include: ammunition process/design engineers; set-up mechanics and operators familiar with the programming and operation of ammunition component sub-assem bly production equipment and LAP production equipment identified above; toolmakers and machinists to support all production facilities/equipment; certified inspectors, quality control engineers, ultrasonic technicians, metallurgists, and ballistics test pe rsonnel for in-process testing and final inspection, pack out, First Article Test (FAT) and Lot Acceptance Test (LAT) ballistics testing, and shipment of ammunition products. These critical skills require an extended period of time to acquire the job knowl edge needed to manufacture and provide high quality ammunition in a timely manner. Due to the customers demand for timely deliveries, the producers must be able to complete a First Article Test within 150 days after award and first production to be within 180 days after award. Government furnished material will be MK3 pallets and M548 cans. Interested U.S./Canadian firms who feel they are capable of manufacturing 20MM PGU-27A/B TP BP and PGU-27/30A/B TP-T linked cartridges are invited to indicate their inte rest by providing the Government a brief description of summary of their companys capabilities for the end items and any sub-components, including a brief description of facilities, personnel and past manufacturing experience as it relates to the above cr iteria. The information you provide will be utilized by JMC in developing its acquisition approach f or future 20MM requirements.
