Description
Project Title: PN 59210, Womens Health Services, Add/Alt, Fort Hood, Texas. The Contract Specialist for this solicitation will be Richard D. Feller, 817-886-1056; or by e-mail at richard.feller@swf02.usace.army.mil. This project provides for the c onstruction Construct a 2-story addition with a ground level crawl space at Darnall Army Community Hospital (DACH) and a major alteration and upgrade to Bldg 36000 (approximately 44,954 GSF addition; 12,840 GSF alteration; 21,082 GSF crawl space). The add ition will match the existing hospital and will house expanded womens health services to include individual labor/delivery/recovery (LDR) rooms and a womens health clinic. The work also consists of the complete alteration of the existing Labor & Delivery Dept. Supporting facilities include site work and utilities. Work includes a cast-in-place, reinforced concrete, drilled piers foundation; structural framing & exterior wall will be an extension of the existing system; proprietary single-ply roof to mat ch the existing roofing system of the hospital. An extensive communications system will be provided, including Electronic Security Systems. It is not anticipated that the HAZMAT cleanup will be a major effort or cost to the project. Phasing will take in to considerations for birthing operations during construction, staging, and infrastructural coordination and life safety requirements. NAICS Code is 236220. Small Business Size Standard is $31.0 Million. Estimated Construction Cost Range is $10,000,000 to $25,000,000. UNRESTRICTED Solicitation W9126G-07-R-0003 will be issued on or about 6 November 2006, with proposals due on or about 8 December 2006 (unless otherwise stated in the solicitation). This contract will be based on best value to the Government, which may or may not result in accepting the lowest priced offer. There will be no public bid opening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be ap plied to all qualified HUBZone small business concerns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any pos ted changes to this solicitation. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. The current Fort W orth District Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 51.2%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.3%; HUBZone Small Business 3.1%, and Service-Disabled Veteran-Owned Small Business 1.5%.
