Description
Requirement. The Space and Naval Warfare Systems Command (SPAWAR) PEO C4I PMW/A 170 Tactical Communications Program Office is seeking sources for a commercially available High Frequency Communications System (HFCS) for use aboard Navy ships. The Navy is interested in new and innovative state of the art concepts that will minimize non-recurring and recurring acquisition costs and provide a system that will meet all performance requirements, as defined below, when installed in a shipboard environment. The system should support full duplex, half duplex and simplex transmit circuits and receive circuits. The circuits should be equipped with embedded automatic link establishment (ALE) that supports Beyond Line of Sight (BLOS) tactical communications within the Battle Group and with other Airborne, Maritime and Ground forces. The HFCS may employ Broadband (BB) technology, Narrowband (NB) technology or a combination of BB and NB technology to meet, as a minimum, the performance parameters contained in the Requested Information section below. The proposed system transmit and receive circuits must be interoperable with currently fielded system RF transmit and receive circuits. The transmit circuits will interface with the existing shipboard transmit antennas and the manufacturer will supply the receive circuit antennas. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes ??? it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Request For Information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party???s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil. Potential offerors should monitor these sites for additional information as no other direct notices may be made. See attachment for the complete RFI.
