Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with North Carolina State University, P.O. Box 7909,Raleigh, NC 27695 to provide elemental analyses by Neutron Activation Analysis (NAA) Gamma Spectrometry. North Carolina State University, provides non-destructive elemental analyses of environmental and biological samples by neutron activation analysis that are needed as part of an ongoing study of the bioavailability of metalloids (e.g., arsenic) and metals (e.g., cadmium) in soil samples. Two factors justify the request for processing without full and open competition. First, analytical work to be performed under this Request for Professional Services is a continuation of work performed by US EPA investigators using Nuclear Energy Services, Department of Nuclear Engineering, North Carolina State University, as the provider of neutron activation analysis services. Service from the same laboratory will ensure consistency and comparability of data. EPA believes that the North Carolina State University, is the only vendor capable of satisfying the requirements. Nuclear Energy Services, Department of Nuclear Engineering, North Carolina State University, has successfully handled this type of time-sensitive biological sample in earlier work for investigators from the National Health and Environmental Effects Research Laboratory, demonstrating the value of physical proximity and their expertise in handling this type of sample. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance for the service contract is expected to be twenty-four (24) months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities, qualifications, and how they would be useful to perform the proposed requirement in writing within 10 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation (RFQ) is available. Submit any responses to the U.S. Environmental Protection Agency, Attn: James E.
