- This is an amendment to the previous notice of intent to sole source. The U.S. General Services Administrations Federal Technology Service intends to issue a Sole Source to GasTops Inc., under the authority of FAR 6.302-1, "Only One Responsible Source."The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-08. A. Scope of Contract: The purpose of this Request for Proposal is to acquire hardware, software and services as requested by the customer for Solicitation Number 4THO17067047. The contractor shall perform the following tasks: Acquire the computer hardware, software, installation and support as indicated on the previous page of this addendum to the SF 1449 1.0 INTRODUCTION The Maritime Administration (MARAD) maintains the National Defense Ready Reserve Fleet as a source of vessels that can be activated to meet the shipping requirements of United States during national emergencies. Dedicated to strengthening the U.S. maritime transportation system to meet the economic and security needs, MARAD programs promote the development and maintenance of an adequate, well-balanced United States merchant marine, sufficient to carry the domestic waterborne commerce and a substantial portion of waterborne foreign commerce, and capable of service as a naval and military auxiliary in time of war or national emergency. MARAD also seeks to ensure that the United States maintains adequate shipbuilding and repair services, efficient ports, effective inter-modal water and land transportation systems, and reserve shipping capacity for use in time of national emergency. The Ready Reserve Force (RRF) is comprised of ships that are kept in a heightened state of readiness and can be activated within 4, 5, 10, 20, or 30 days to meet surge military sealift requirements in the event of war or military deployment. The machinery on-board these vessels must be maintained in complete readiness, although it is not operated on a daily basis. In support of this requirement, MARAD has implemented a sophisticated Machinery Oil Analysis Program (MOAP) that is managed by the Joint Oil Analysis Program (JOAP) Technical Support Center (TSC). The MOAP has been in place for several years, and there is a requirement to review the accumulated condition data and machinery maintenance data for the purposes of making recommendations for updates. This document presents a Statement Of Work (SOW) to perform a limits assessment for the MARAD Machinery Oil Analysis Program. 2.0 REQUIREMENTS In support of the MARAD MOAP Limits Assessment the contractor shall work with the staff of the JOAP Technical Support Center and the staff of the Maritime Administration (MARAD). The contractor shall perform the following work items in support of the Limits Assessment: a) review historical oil analysis program data; b) perform statistical analysis; c) examine machinery failure data for correlation with condition data in AFCMS; d) establish recommended limits; e) review recommendations with MARAD/JOAP; and, f) implement changes to existing MOAP. Based on the results of these tasks, a MARAD Machinery Oil Analysis Program Limits Assessment document summarizing the associated results and recommendations shall be prepared. The following sections provide additional detail describing the work required. 3.0 WORK TO BE PERFORMED In order to meet the above stated requirements the work described in the following sub-sections shall be performed. 3.1 Review Historical Data This task shall be dedicated to the review of the information and data accumulated under the existing oil analysis program. This task includes the review of the following information: a) MARAD instruction manuals; b) MARAD data database located in AFCMS; c) VISWA lab database maintained by MARAD HQ; d) MARAD technical information and documentation maintained by the JOAP TSC; e) MARAD machinery technical manuals; and, f) MARAD chief engineer machinery maintenance records. The primary emphasis shall be placed on the recent data maintained in AFCMS (item b) and machinery maintenance records (item f). Where necessary, the selected contractor shall contact machinery manufacturers or request additional information from MARAD/JOAP to support the limits assessment. 3.2 Perform Statistical Analysis This task shall be dedicated to the analysis of the historical condition data accumulated in the AFCMS database. The data associated with each test type shall be analyzed on a fleet wide basis for each machinery type. Operational and Standby conditions shall be considered. This task includes: : a) Compute Fleet Statistics for each Machinery Type; b) Identify Failure Data for further analysis; c) Assess Statistical Relevance of the Data; and, d) Summarize Fleet Statistics. The statistical analysis shall be performed for the Atomic Emission Spectrometric (AES) test parameters, FT-IR test parameters and Hydraulic Oil Particle Counter test parameters as well as physical properties including: a) Additives; b) Chlorides; c) Flashpoint; d) Water; e) Total Acid Number (TAN); f) Total Base Number (TBN); and, g) Viscosity. 3.3 Examine Failure Data This task shall be dedicated to a review of failure data accumulated by MARAD Chief Engineers. The objective of this task shall be to correlate failure data with machinery condition data accumulated in the AFCMS database in order to characterize failure modes that are evident in the MARAD fleet. In order to establish solid condition indicators and associated limits, it is important to tie analytical data maintained in the lab to the maintenance records accumulated in the field. This task shall include: a) Obtain Machinery Maintenance Records from MARAD Chief Engineers; b) Review and analyze Machinery Maintenance Records; c) Correlate Machinery Condition Data with Failure Modes observed in the field; and, d) Establish Condition Indicators for Observed Machinery Failure Modes. 3.4 Establish Recommended Limits This task shall be dedicated to the preparation of a recommended set of machinery limits for the MARAD machinery. The recommended limits shall be based on the statistical data accumulated in the AFCMS database, machinery manufacturer?s recommended limits, and failure data accumulated in the MARAD maintenance records. 3.5 Prepare Summary Report This task shall be dedicated to the preparation of a summary report that presents the results of the limits assessment investigation. The summary report shall present the following information: a) Summary of the statistical analysis of historical data; b) Summary of machinery maintenance records for failures; c) Recommended Limits for each Machinery Type; d) Identify key Condition Indicators for Known Machinery Failure Modes; and, e) Provide summary recommendations and conclusions. Recommendations for machinery limits shall be provided for each test parameter and shall be categorized as marginal or reportable. Where appropriate (e.g. physical properties), high and low limits shall be recommended. As part of these recommendations, appropriate rationale for the recommendations shall be provided including: a) supporting analytical data; b) statistical mathematical methods; and, c) all other related information required to justify the recommended limits. The contractor shall review the summary report with subject matter experts from the JOAP TSC and MARAD. After the first draft of these limits/targets/alarms are provided to MARAD and JOAP, the contractor shall work with both parties to carefully review these recommendations, to allow for review and comment by all program participants and to ensure accuracy as far as possible. The contractor shall provide a final (agreed-to) version of these recommendations for final implementation to both JOAP and MARAD, in electronic format. 4.0 DELIVERABLES One (1) electronic copy of the final MARAD Machinery Limits Assessment report summarizing the results of the limits assessment and recommended limits for assignment in AFCMS. 5.0 GOVERNMENT FURNISHED EQUIPMENT AND INFORMATION In order to perform the work scope outlined above, the following information shall be provided: a) MARAD instruction manuals; b) MARAD data database located in AFCMS; c) VISWA lab database in electronic form (maintained at MARAD HQ); d) MARAD technical information and documentation maintained by the JOAP TSC; e) MARAD machinery technical manuals; and, f) MARAD chief engineer machinery maintenance records. The AFCMS database is maintained by the JOAP TSC at their facility at NAS Pensacola, Florida, and the Viswa labs database is maintained at MARAD HQ in Washington D.C. There is not requirement for travel to visit MARAD ships for this tasking, all relevant maintenance records shall be provided in electronic form. 6.0 SCHEDULE The contractor shall complete the work outlined in this statement of work 12 weeks After Receipt of Order (ARO) and Customer Furnished Information identified in Section 5.0. 7.0 PERFORMANCE MATRIX The contractor shall use the matrix below to propose, for each functional area described in Section 3.0 of this SOW, what the performance levels will be to satisfy the requirements of this task order. The Government reserves the right to discussion and negotiates any proposed deliverable, measurement, standard or method of surveillance proposed by the contractor. Deliverable or Services Required (1) Measures of Success and Indicators (2) Standards - Criteria Acceptable Quality Level (3) Maximum Error Rate (4) Method of Surveillance (5) State the end results or outputs that will be the minimum acceptable level. Include all deliverables, submittals, and reports, etc. For each requirement state feature(s) of each end result in Column I that be measured quantitatively or qualitatively For each indicator, state a performance level that, when met, means the task has been performed satisfactorily (A standard tells ?What success Looks Like?) For each standard, state what the maximum acceptable error rate will be in applicable For each standard, state the method used to check performance (e.g., random sampling, 100% inspection, periodic inspection, customer input Include any positive incentives. If incentives are proposed, there should be a link between profit and quality of performance. 8.0 QUALITY CONTROL: 8.1 In compliance with the Statement of Work (SOW), the contractor shall provide and maintain a Quality Control Plan (QCP) that contains, as a minimum, the terms listed in 7.0 to the Contracting Officer (CO) for acceptance not later than the start of this task order. The CO will notify the contractor of acceptance or required modifications to the plan before the task order start date. The contractor shall make appropriate modifications and obtain acceptance of the plan by the CO before the task order start date. 8.2 The plan shall include the following minimum requirements: 8.2.1 A description of the inspection system to cover all services listed on the Performance Matrix. The description shall include specifics as to the areas to be inspected on both a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspectors. Additionally, control procedures for any government provided keys or lock combination should be included. 8.2.2 A description of the methods to be used for identifying and preventing defects in the quality of service performed. 8.2.3 A description of the records to be kept to document inspections and corrective or preventive actions taken. All records of inspections performed shall be retained and made available to the government upon request throughout the task order performance period, and for the period after task order completion, until final settlement of any claims under this task order. 9.0 QUALITY ASSURANCE The government will evaluate the contractor?s performance of this task order. For those tasks listed on the Performance Matrix, the client representative, COTR, or evaluators, will follow the method of surveillance specified in task order. Government personnel will record all surveillance observations. When an observation indicates defective performance, the client representative, COTR, or evaluators will request the task order manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation. Only acknowledgement that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the Performance Matrix or by methods other than those listed in the Performance Matrix (such as provided in the Inspection of Services clause) may occur during the performance period of this task order. Such surveillance will be done according to standard inspection procedures or other tasks order provisions. Any action taken by the CO as a result of surveillance will be according to the terms of this task order. 10.0 508 Compliance. The Industry Partner shall support the Government in its compliance with Section 508 throughout the development and implementation of the work to be performed. Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d) requires that when Federal agencies develop, procure, maintain, or use electronic information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who do not have disabilities, unless an undue burden would be imposed on the agency. Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency. GSA meets the needs of its clients for information technology support through non-personal services contracts. The client has determined that use of the GSA contract to satisfy this requirement is in the best interest of the government, economic and other factors considered, and this task order is not being used to procure personal services prohibited by the Federal Acquisition Regulation (FAR) Part 37.104 titled ?Personal services contract?. To counter the circumstances that infer personal services and to preserve the non-personal nature of the contract, the contractor shall adhere to the following guidelines in the performance of the task: Provide for direct supervision of all contract employees assigned to the task. Refrain from discussing the issues such as skill levels and hours, salaries, cost and funding data, or administrative and personnel matters affecting contractor employees with the client. Ensure close communication/coordination with the GSA CSR, reporting problems to the CSR as they occur (not waiting for a monthly meeting). Do not permit government officials to interview potential contractor employees, discuss individual performance, approve leave or work scheduling of contractor employees, terminate contractor employees, assist contractor employees in doing their jobs or obtain assistance from the contractor in doing Government job. Do not assign contractor personnel to work under direct government supervision. Maintain a professional distance from government employees. Provide contractor employees with badges, if appropriate, identifying them as contractors. Ensure proper communications with the government (technical discussion and government surveillance is okay, but the Government cannot tell the contractor how to do the job). Assign a task leader to the task order. The task leader or alternate should be the only one who accepts tasking from the assigned Government point of contact or alternative. The government has the right to reject the finished product or result and this does not constitute personal services. When travel is required for the performance on a task, the contractor personnel are only to travel as directed by their contract management. B. PERIOD OF PERFORMANCE: Delivery must be completed no later than 12 weeks after contract award. C. The proposed contract action is for a MARAD Machinery Assessment Report for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This request is not a notice for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement.
