Description
The Government intends to award a Firm Fixed Price contract to the responsible offeror who?s quote will be most advantageous to the Government in response to this combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FA4686-06-T-0191 and is being issued as a Request for Quote (RFQ). ************************************************************************************************************************ This solicitation document and incorporated provisions and clauses are those in effect through Federal Register Volume 70 (2005). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. In accordance with North American Industry Classification System (NAICS) Code 423610 and Standard Industrial Classification (SIC) Code 5063 the Small Business Size Standard for this procurement is $100M. ************************************************************************************************************************ Contract Line Item Number (CLIN) 0001 -- Quantity 1 -- Unit of Measure Lot -- Period of Performance -- 10 days after Notice to Proceed -- Description -- Upgrade of the Supervisory Control and Data Acquisition (SCADA) Programmable Logic Controller (PLC) located in Building 5761 (Power Plant) on Beale AFB, CA 95903. The intent of this requirement is to upgrade the existing Allen Bradley PLC 5 system to Allen Bradley?s current edition of PLC 5 compatible software/hardware. This includes, but is not limited to: replacing the two existing workstations, and their related hardware, software and graphics to current standards for the PLC 5. The workstations shall be configured to provide back-up for each other, a complete check of the system program against the written representation of the program, a complete check of the Alarm-Reporting feature against the Alarm Reporting requirements, incorporating non-volatile memory into the system to protect against loss of the program, the capability for technicians to view and navigate the program on and off-line (with pass-word protection), capability to trouble-shoot and manipulate program values as needed. The Contractor shall provide one-time on-site training on the operation and use of the features to include trouble-shooting techniques, program navigation and minor bit manipulation. Offerors shall submit an itemized list of all supplies and services being offered, as well as a proposed period of performance Additional Considerations: The successful offeror will be responsible for making arrangements, cost included through Compressive Security Services, Inc.
