Description
The United States Agency for International Development (USAID) in Egypt intends to issue a Request for Proposal (RFP) in anticipation of entering into a contract to implement the Education Technology for Improved Learning Outcomes (TILO) program. The objective of this solicitation is to acquire technical assistance and procurement services for implementing a project that uses information technology to improve learning outcomes in select Egyptian schools. TILO aims at improving student learning outcomes by upgrading the quality of teaching and learning in 202 select K-12 schools in 7 focus governorates in which USAID is already implementing and providing educational reform interventions. In addition, TILO aims to achieve similar goals in 85 Smart Schools. These are Experimental Preparatory Schools with IT activities being implemented in computer labs and integrating technology in teaching mathematics, science, and English. The emphasis in the technology interventions in Smart Schools is to acquire proficiency in IT skills compared with a more education-oriented emphasis in the 202 reform schools. TILO is based on the strong body of evidence that the use of technology in education is successful and effective only when coupled with other education reform efforts such as introduction of child-centered active learning methodologies emphasizing critical thinking skills. The higher level results to be reached at the end of this program include increases in achievement scores measuring conceptual knowledge, practical application, critical thinking and problem solving using active learning methodologies. These are measured by tools assessing improvements in performance by students in critical thinking and problem solving areas and by measures of teacher and student classroom behavior in participating schools. These higher level results measure combined effects of technology and other interventions affecting teacher training and student classroom behaviors. Another result is that 50% of teachers in the Smart Schools succeed in passing 4 of the 7 International Computer Driver License (ICDL) certificate tests. Some Key features of TILO will include: (1) Providing state of the art uses of technology in education in Egyptian participating schools aimed at improving learning outcomes and at enriching curriculum with e-content components promoting higher order skills; (2) Addressing the policy and administrative constraints impeding full use of technology in education; (3) Managing, soliciting and awarding an innovation fund, aimed at exploring alternative approaches to resolving technical and other constraints and developing inventive, low cost solutions to the use of technology in education, and (4) Engaging local entrepreneurs as Technology Service Providers (TSPs) to perform limited IT training, installation, maintenance, and operations of information technology in schools as an outsourcing of Ministry of Education responsibilities under TILO; and (5) Managing and coordinating a public-private-alliance component that allows multinationals and other partners to engage in applying their technological problem-solving skills to the educational challenges in Egypt and to leverage USAID resources in expanding the coverage and beneficiaries of TILO. The alliance component will involve issuing an RFA for soliciting one or more joint alliance activities between several private partners and USAID to achieve these goals. This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. The authorized geographic code for this activity is 000 (U.S.). USAID anticipates awarding a single contract with a period of performance of four years with a total estimated cost ranging from 18 - 21.5 million U.S. Dollars. The RFP will be posted on the FEDBIZOPPS web page (www.fedbizopps.gov) not less than 45 days after this notice is issued. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. Requests for other copies of the RFP will be disregarded without notice to the requestor. No phone requests will be accepted, no RFP will be available for pick-up, and no walk-ins will be allowed.
