Description

The National Institute of Standards and Technology (NIST) intends to issue a purchase order on a sole source basis to Jeol USA, Incorporated in Peabody, MA using FAR 12 Acquisition of Commercial Items procedures. The purpose of this requirement is to establish a preventative maintenance and repair services contract on the following Jeol equipment: (1) Model JEM-3010 Electron Microscope (including an ASID high resolution scanning unit, BEI back scattered unit, FLC free lens control, R174 water chiller, and SEG side entry goniometer), (2) Model JSM-8401 Scanning Microscope (including Four Crystal Spectrometer (FCS), R050 water chiller, and TN5600 Tracor-Northern automation package), and (3) Model JSM-6400 scanning microscope (including LBG LB gun and vacuum system and R050 water chiller). Jeol USA Inc. is the only vendor capable of providing maintenance and repair services as they are the original manufacturer of the equipment and they are the only source that is authorized to perform work on their proprietary software and components necessary for the maintenance services. The period of performance will be from January 1, 2007 through December 31, 2007 with four (4) subsequent one-year option periods. The North American Industry Classification System (NAICS) code for this requirement is 811219 and the size standard is $6.5M. The Government anticipates the award of a fixed price purchase order. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation will not be issued.
