- The Department of Energy, Idaho Operations Office intends to award a contract to BWXT Lynchburg Technology Center (BWXT) on the basis of other than full and open competition. The statutory authority applicable to this acquisition is FAR 6.302-1(a) which states that the supplies or services needed are available from only one responsible source and no other supplies or services will satisfy agency requirements. The work of the anticipated five year contract is to continue the storage and repackaging of DOE radioactive hot cell waste and spent nuclear fuel (SNF) currently located at the BWXT facility in Lynchburg, Virginia. BWXT currently provides these services under a DOE prime contract which is due to expire on July 30, 2007. This facility was specifically constructed to store such radioactive waste. The Contractor will provide continued monitoring and storage of the hot cell waste at the BWXT Lynchburg Technology Center from August 1, 2007 ??? July 31, 2012. The stored material consists of radioactive waste in canisters and drums. The material is government owned (approximately 47 kilograms of heavy metal) spent nuclear fuel (SNF) and Remote Handled Transuranic (RH-TRU) waste and is located in below-ground storage wells and silos. The aluminum or stainless steel canisters that contain SNF measure approximately 4.5 inches in outer diameter and 36 inches in exterior length. Storage is also required for additional RH-TRU waste contained in non-compacted 30 gallon (DOT 17H) and 55-gallon stainless steel drums. This scope of work includes the current inventory noted above, and additional waste as may be identified by the Department of Energy???s Nuclear Energy program. The final number of containers has not been determined but will not exceed 20 canisters and 90 drums. The storage facilities for the SNF consist of 2 sets of below ground storage wells encased in concrete. The RH-TRU waste packaged in drums is stored in a below ground location consisting of 8 silos and other above ground shielded facilities. The contractor will provide a quarterly report to DOE-ID summarizing the physical and regulatory status of the storage activities and the material being stored. Parties interested in this acquisition may identify their interest and capability of providing services as identified above by submitting capability statement to Ms. Kathy Stallman of this office. Enquiries must not request a copy of a solicitation document as competitive proposals are not solicited by this announcement and a solicitation is not anticipated. However, all capability statements received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determination whether to conduct a competitive procurement. Numbered Note 22.
