Description

The Centers for Medicare and Medicaid Services intends to procure, on a sole source basis, with Bert Design for typesetting and electronic preparation. Bert Design will provide technical document preparation and computer formatting and electronic preparation services for 4 issues of the Health Care Financing Review: Winter 2006-2007, Volume 28, Number 2; Spring 2007, Volume 28, Number 3; Summer 2007, Volume 28, Number 4; and Fall 2007, Volume 29, Number 1. Bert Design has been performing the typesetting for the Health Care Financing Review for the previous seven years. Very few firms are in the unique position to provide their combination of technical, graphic and artistic skills necessary to produce layout material for a scientific journal like the Health Care Financing Review. Their capabilities include all electronic, camera-copy, film, and Adobe portable document format (PDF) files that we deem necessary ? all under the time constraints of very strict publication deadlines. They are used to next-day turnaround, and they deliver. The QuarkExpress style sheets alone which they have developed over the years and have dedicated to the Review number around 50; this includes familiarity with and possession of intricate layout specifications for text, tables, charts, logos, covers, footnotes, sources, references, etc. To be considered for this procurement, the contractor must be able to provide a combination of clerical, technical, graphic, and artistic output necessary to produce layout material for a scientific, econometric journal like the Review, including electronic, camera-copy, color film, black and white film, and Adobe portable document format (PDF) files. The contractor must be capable of preparing and maintaining QuarkExpress style sheets numbering approximately 50, which allow the rapid formatting of covers, spine, title pages, unique feature logos, by-lines, disclaimers, text, data tables, charts, footnotes, technical notes, table notes, custom legends suitable for black and white output, sources, references, reprint requests, etc. In addition, the contractor must be capable of preparing custom-drawn, one-of-a-kind graphics and also scientific formulae using Greek character sets. If no written response is received within 45 calendar days from the published date of this notice, a purchase order shall be awarded to Bert Design, 1806 Jackson St., Baltimore, MD 21230. An RFQ package is not available.
