- This amendment is to identify that the requirement is a small business set aside. No site visits shall be permitted. The pool is indoor and the dimensions are as follows: eighty feet in length, forty-four feet in width and varies from four to twelve feet in depth. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PR number 99905 issued as a Request for Proposals (RFP) through Federal Acquisition Circular 05-03. The NAICS code is 713990 and the small business size standard is $7.5 million. The U. S. Secret Service intends to procure maintenance for a training tank/pool and its related water filter and treatment systems. The Secret Service intends to issue one (1) base period contract under CLIN 0001 (beginning 01 November 2006 through 30 September 2007) and four one year option periods; OPTION CLIN 0002 (01 October 2007 through 30 September 2008), OPTION CLIN 0003 (01 October 2008 through 30 September 2009), OPTION CLIN 0004 (01 October 2009 through 30 September 2010), OPTION CLIN 0005 (01 October 2010 through 30 September 2011) for all of the material and services listed in the Statement of Work: 1. General: The Water Safety Training Tank at the James J. Rowley Training Center is a 250,000 gallon, welded aluminum swimming pool with a vinyl liner used for water safety and rescue training. The Training Tank is served by a water filtration and treatment system. Various standard pool materials and chemicals are used to maintain water balance in the Training Tank. 2. Work to be done: All service and maintenance shall be completed in accordance with the water filter and treatment system manufacturer?s instructions. Regularly scheduled service and maintenance to be performed on the pool and filter/treatment system includes, but is not limited to: (a) Brush and vacuum pool, including gutter (as needed). (b) Check and service all equipment, including control and monitoring system, in filter room (each visit). (c) Check and record reading on all gauges (each visit). (d) Service the filters and replace filter medium (as needed). (e) Test and balance the water (each visit). (f) Inspect crawl space around pool (semi- annually). (g) Maintain maintenance log (each visit). 3. Certification: Individuals maintaining the water chemistry must be certified Aquatic Facility Operators (AFO) or Certified Pool Operators (CPO). 4. Materials furnished: Contractor will provide all chemicals needed to maintain proper water balance and cleanliness of tank and filter room equipment. Chemicals used shall meet the requirements of the water filter/treatment equipment manufacturer. A supply of chemicals shall be stored in the filter room area. A list of each chemical and the amount used shall be maintained on a yearly basis. A chemical test kit for water analysis shall be provided. Chemicals and materials include but are not limited to the following: (a) Filter system media (b) Chlorinator system media. (c) Carbon Dioxide gas, including tank rental. (d) pH adjustment media. 5. Contractor shall remove all pool-related trash and ensure the cleanliness of the pool, filter, related equipment, and associated floors during all maintenance visits. 6. Contractor shall supply, remove and replace burned out pool lights and fixtures when needed. This includes any required troubleshooting and/or repairs to the pool lighting system. 7. All work shall conform to standards and practices of the National Spa and Pool Institute (NSPI), the National Swimming Pool Foundation (NSPF), and all other applicable Federal, state and municipal regulations and ordinances. 8. Scheduling: Two visits per week are required, preferably on Tuesday and Friday but in such a manner as to not interfere with on-going aquatic activities of the U.S. Secret Service Water Safety Program. 9. Contractor shall provide 24-hour priority emergency repair service that includes labor and materials for any repair not listed as general maintenance. The contractor shall respond to the United States Secret Service, James J. Rowley Training Center within (1) business day to start the repair. SPECIAL PROVISION: Contractor personnel proposed to work under this contract shall be U.S. citizens. They shall be subject to and successfully pass Police background investigations prior to being admitted to the James J. Rowley Training Center. Upon contract award, the contractor will be provided with U. S. Secret Service contractor personnel access forms referenced below. Within five (5) days of contract award, the contractor shall submit these completed contractor personnel access forms to the Contracting Officer?s Technical Representative. Vendors who do not respond to each line item will be eliminated from the competitive range. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors, Commercial Items; 52.212-2, Evaluation, Commercial Items; 52.212-2 Paragraph (a) insert: The Offeror shall submit a quote for the base and four option period line items required in accordance with the Statement of Work stated above. The offeror?s quotation will be required to provide resume and qualifications for each proposed contractor personnel. The contractor shall provide the most capable and relevant personnel related to performing the type of tasking discussed and relating to the SOW. Please send a listing and resumes of your personnel. Key points of interest are: (i) Expertise in the field (ii) Work experience for the past five (5) years, with the name and telephone number of each supervisor during the five year period; (iii) Qualifications and/or education background; and (iv) Accomplishments, achievements and awards related to the requirements of this request for quote. The Offeror shall submit a listing of at least 5 contracts held with Government and private entities within the past three (3) years. Any contracts during this period that resulted in disputes over non-performance between the offeror and a client shall be identified. For each listing, please provide basic information as follows: Name of Government Agency/Company Client; Two (2) Individual Points of Contact and Telephone Number(s); Address of Client; Contract Number and Dollar Amount; Description of Services Provided; and Period of Performance. The Offeror shall indicate, if applicable, when there is no reportable past performance. The absence of any reportable past performance experience will result in this factor not being evaluated (it will not be rated acceptable or unacceptable. The Offeror shall submit a Capability Statement that demonstrates its understanding of the contracting and procurement requirements. Evaluation: A firm fixed priced Purchase Order will be awarded to the lowest priced eligible firm with acceptable past performance whose proposal meets the specifications as provided. The specifications are as follows: (1) Fulfillment of Performance Work Statement Minimum Requirements: The offeror shall provide a proposal that meets the minimum requirements as set forth in the Performance Work Statement. (2) Fulfillment of the Quality Standards for the Contractor: The offeror shall provide a proposal that meets the minimum requirements as set forth in the Quality Standards for the Contractor (i.e. resume). (3) Experience Summary: The offeror shall provide a proposal that demonstrates its understanding of the maintenance requirements and contains its approach to providing successful and effective maintenance services. The Technical Evaluation Factors shall be valued as Acceptable or Unacceptable. 52.204-7 Central Contractor Registration; 52.212-3 Offeror Representations and Certifications, offerors shall only complete paragraph J of this provision if the has completed the annual representations and certifications electronically at http://orca.bpn.gov. 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
