Description
The Federal Bureau of Prisons, Metropolitan Detention Center (MDC) Guaynabo , Puerto Rico, intends to make a single award for the provision of Unarmed Guard Service for the inmate population at the Metropolitan Detention Center, Guaynabo, located in Guaynabo, Puerto Rico. The contract type is an indefinite delivery/requirements contract with firm-fixed unit prices. The award will be made to the responsible quoter who submits the most advantageous quote to the Government based on price related factors only. The contract shall consist of a 12-month base year and four 12 month option years. The estimated quantities are as follows: Base Year - 1200 sessions; Option Year 1 - 1200 sessions; Option Year 2 - 1200 sessions; Option Year 3 - 1200 sessions; Option Year 4 - 1200 sessions. A session will be defined as (1) one hour in duration. Duties include, but are not limited to the contractor providing unarmed security guard services, on an on need basis for inmates sent from the Metropolitan Detention Center to local medical facilities for medical treatment. All BOP security standards and procedures will be complied with by the contractor. All contractors will be licensed in Puerto Rico and meet all local regulatory and license requirements for the Commonwealth of Puerto Rico. The contractor shall not employ any person as a guard supervising Bureau inmates who is under supervision or jurisdiction of any parole, probations, or court/correctional authority. The contractor shall train each employee in: proper Bureau techniques for guarding inmates, use and application of restraints, integrity, and use of force. The contractor will be responsible for orientation and indoctrination of contract guards. This orientation must be sufficient to ensure that all guards comply with contract-established rules and procedures. The contractor will be bonded for civil liability for not less than $250,000.00. BOP staff will specify restraint and procedures for each prisoner and contract personnel will not deviate from these requirements. The contractor will provide a contact person 24 hours a day, seven days a week. The contractor will provide adequate supervisory personnel to insure frequent and random security checks on employees. These security checks, at a minimum, will be once each shift and be reflected in the logs which are maintained by the security personnel assigned to the detail. The contractor must provide employees providing guard services with photo identification cards. The contractor must use uniformed personnel to guard inmates. The contractor's personnel will not be permitted to smoke anywhere at any time during the tour of duty. The solicitation will be available on or about October 25, 2006 and will be distributed solely through the General Services Administration Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. The anticipated date for receipt of quotes is on or about November 21, 2006. The solicitation is 100% set-a-side for small business. The North American Industrial Classification System (NAICS) code is 561612 and the applicable small business size standard is 11.5 million. Faith Based and Community Based Organizations have the right to submit offeror /quotes equally with other organizations for contracts for which they are eligible. All responsible small business may submit a quote, which will be considered.****
