Description
The purpose of this SOURCES SOUGHT NOTICE is to abtain information from potential contractors if they can provide Inter Range Instrumentation Group (IRIG) 106 Chapter 10 Ground Recorders. This is for non-developmental items (NDI) that are available off-the-shelf. The recorders will be integrated at ground telemetry receiver sites as well as a Central Control Facility (CCF). Compliance with IRIG 106-05 is required and the design growth potential to IRIG 106-06 should be evident. The recorder should meet the following requirements: have a Microsoft Windows Graphical User Interface (GUI) for user operation; be Windows XP compatible; the GUI should be user friendly containing at a minimum the following: means to view, modify, save and load a recorder configuration (TMATS); display of enabled channels in IRIG106-05 Chapter 10 recording and means of mapping to output channels in reproduce mode; allow for saving of the playback setup configuration; include help documentation accessible from the GUI and a printable user?s manual; include configuration and user setup options and have the capability to save setup for each unique configuration; setup configuration shall include TMATS setup record, channel mapping (playback), GUI settings and displays (if any); setup names should have the option to be user defined, example: able to save configuration to use a certain/selectable TMATS setup record); Ethernet connectivity to enable network interaction and data transfer. Connector shall be industry standard RJ-45. Proposed system setup and configuration: system setup (TMATS file) for enabled channel(s) for recorded data files that are IAW IRIG-106-05 Chapter 10 ? Computer Generated Data Packets, Format 1 ? Setup Records. Includes: a means of saving playback environment settings, data sources, channel mapping, etc as a configuration; provides automatic setup of recorder/reproducer environment settings, channel assignments, and data sources for files that are IRIG-106-05 Chapter 10 compliant; should provide automatic setup of recorder/reproducer environment settings, channel assignments, and data sources for files that are IRIG-106-05 Chapter 10 compliant; the system should allow for editing of channel assignments for playback. (i.e. Channel mapping) Data formats and recording/reconstruction: shall provide synchronized recording and playback of any combination of the following: Time (IRIG A, B and G), Eight PCM channels, Four video channels (optional), One Analog channel (voice); must be able to decode and reproduce to external ports the following IRIG106-05 Chapter 10 data formats: Time Data Format 1, Video Data Format 0 and Format 1, PCM Data Format 1 (Chapter 4 and Chapter 8), Analog (Audio); shall provide IRIG A and/or(selectable) IRIG B time output from Chapter 10 Time Data Packet channel and shall be aligned with the reconstructed PCM channel to the accuracy of the IRIG time format; shall provide for capability to step forward and backwards through data (search function by time by Julian date, hour, minute, second); shall have a ?shuttle? feature allowing for continuous loop on designated slice of data selectable by: Julian date, hour, minute, second; shall be capable of recording/reproducing files in packed, unpacked or throughput modes; Data Archival: shall have the ability to archive and read media with or without presence of STANAG directory structure to ensure backwards compatibility; system shall be able to read tapes with different block sizes; system shall provide IRIG106-05 Chapter 10 Data Archival to and from the following Sources and Destinations: [Source: Local or Network Disk, Tape (AIT or DLT) and RMM], [Destination: Local or Network Disk, Tape (AIT or DLT)]; Recorder shall use default naming of recorded files as follows: ?filennnn?; where nnnn is the sequential file count from each recording session (must be 8 alpha-numeric characters). Example ?file0001?, ?file0002?, file9999?. File Create Date, File Create Time and File Close Time shall use the following naming convention DDMMYYYY_HHMMSSss_HHMMSSss (8 numeric characters for File Create Date, 8 numeric characters for File Create Time separated by an underscore and 8 numeric characters for File Close Time). Example: 02092005_21302731_21451505.ch10; Recordings shall be placed in a directory following the naming convention below: \ch10dir_DDMMYYYY_n\; where n is the sequential number of Chapter 10 recording directories created on the DDMMYYYY date. The directory shall be all lower case. Overall example: \ch10dir_02092005\file0001_02092005_21302731_21451505.ch10 Any other specific and pertinent information as it pertains to this particular RFI that would enhance the Government?s consideration and evaluation of the information provided in the response should be submitted. Contract award is anticipated in the FY07 for the first recorders with additional procurement in the next several years. This RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this document restrict the Government acquisition approach. The Government will not award a contract solely on the basis of this RFI, nor pay for any information that is submitted by the respondents to this request.? The Government anticipates award of a firm-fixed price contract. The North American Industry Classification System (NAICS) code for this acquisition is 334515, with a small business standard size of 500 employees. THIS SOURCES SOUGHT SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP), OR AN INVITATION FOR BID. Interested sources are invited to submit statement of current capability to provide Accelerometers to include company name, point of contact, e-mail address, telephone, and facsimile numbers and type and business size indicating whether you are a small or large business for the purposes of the assigned NAICS. Limit your response to this market survey to a maximum of 8 pages to be received NLT 4:00 PM., Central Time on 03 November 2006.
