Description
Description This announcement totally replaces and supersedes the solicitation NOCA-06-02-PKV posted 20 September 2006. The Air Force Research Laboratory, Air Vehicles Technology Directorate (AFRL/VAC), intends to solicit and negotiate with Lockheed Martin for research and development pertaining to automatic collision avoidance technology (ACAT), under the authority of FAR 6.302. The contractor will provide a risk reduction program to: a) refine and integrate the automatic ground collision avoidance system (AGCAS) and the automatic air collision avoidance system (AACAS) algorithms developed by Lockheed over the last 20 years into a single system for the F-16 C/D aircraft. This includes but is not limited to modification of the digital flight control system to add collision avoidance autopilot inputs, integrity monitoring functions and special test safety software, changes to the advanced data transfer equipment to host a digital terrain database processing algorithms and aircraft response model code, modifications to the head-up display and up front controls to allow control and monitoring of the automatic collision avoidance system, and addition of a data link to the aircraft for transferring data for collision avoidance calculations; b) establish a modular F-16 architecture and the functional requirements for independent modules within the automatic collision avoidance system that will enable potential migration to the F-35 and F-22 aircraft, and c) add refinements recommended from the previous AFFTC flight test effort and support the flight testing of this refined system on a production F-16. F-16 flight control system regression testing will be performed to verify and validate the system to enable re-certification for flight. Hardware in the loop simulations will be conducted and the system will be installed in selected F-16 to undergo testing at Edwards AFB. This notice is for informational purposes only. This is not a Request for Proposal (RFP). Contractors capable of offering this capability must respond within 15 days after publication of this notice by submitting a specific capability statement to provide this capability. Contractors must provide information to substantiate that they are capable of performing the necessary modifications and airworthiness certification for modifying the flight control and avionic systems needed for automatic collision avoidance integration and testing on an F-16 C/D aircraft. This must include the capability to accomplish hardware in the loop simulations, flight control verification and validation, and avionics system changes. Contractors must also provide information to substantiate they have previous experience with the AGCAS and AACAS algorithms, nuisance criteria development, F-16 production system partitioning. In addition experience is needed with automatic system error budget and accuracy requirements. All responses received within 15 days after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. Only capability statements submitted under this solicitation 07-01-PKV will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
