Description
The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors to provide support to maintain the established Personnel Recovery (PR) proponent office U.S. Army Combined Arms Center (CAC), Ft. Leavenworth. The PR proponent supports Army Personnel Recovery requirements in the areas of training and doctrine. The PR system is in place to affect the recovery and reintegration of isolated, missing, detained, and captured personnel. A brief description of the tasks and minimum personnel qualifications are as follows: Task 1: Establish a contract team (CT), capable of completing all required tasks. Task 2. The CT will review and assess the PR situation in the Training and Doctrine Com mand (TRADOC). Task 3: The Contractor shall provide recommendations to the CAC Commander in the performance of PR military personnel proponent life cycle management functions, individual training, education, distribution, individual and unit deployment, su stainment and professional development. Task 4: The Contractor shall attend Army or Department of Defense (DOD) PR-related conferences, committee meetings or workgroups.Task 5: The contractor shall evaluate the effectiveness of PR-related training conducte d in TRADOC service schools and training centers.Task 6: The Contractor shall enter PR-related lessons learned from Army and joint operational experiences into the appropriate domain. This includes the development and maintenance of a protected web-based t raining system that communicates up-to-date PR information. Minimum Personnel Qualifications: Project Leader. Bachelor of Arts or Science degree from an accredited college or university; minimum twenty years prior military experience, rank of Major or high er with expertise in joint, conventional, special operations and interagency operations with respect to PR at the staff officer level. Military Analyst. Associate of Arts or Science degree from an accredited college program; previous subject matter experti se in conventional, special operations and interagency operations with respect to PR at the senior NCO level. Training Developer. Familiarity with the Automated Systems Approach to Training. Completion of a formalized Instructional Systems Design (ISD) cou rse of instruction. CT personnel must possess or be able to obtain a valid, SECRET security clearance. They may be required to obtain a TOP SECRET security clearance if that level of clearance is necessary to accomplish the mission. The complete requiremen ts and personnel qualifications will be included in Statement of Work (SOW) issued with the Request for Proposal which will be provided to all qualified respondents. The period of performance is twelve months from the date of award, with three (3) twelve-m onth option periods. This will be a firm fixed price order with cost reimbursable travel. The Federal Supply Classification (FSC) code for this project is B599; the North American Industrial Classification Code System (NAICS) is 541618. All responses will be considered. The contractor shall provide their GSA contract number, labor categories, and rates for this service. Response shall include company name, address, POC, phone number, fax number, e-mail address, business size, taxpayer identification number , DUNS number and CAGE code. All contractors must be registered in Central Contractor Registration at https://www.ccr.gov. All responses must reference W91QF4-W55C6Q-FY07, Personnel Recovery, CAC, and must be received no later than 4: 00 pm, Central Time, 26 October 2006.
