- Small Business Sources Sought. This is a Sources Sought announcement only seeking small business responses in order to determine small business participation in the acquisition. The Northern Region Contracting Center (NRCC) intends to procure support services in order to assist the Army Capabilities Integration Center (ARCIC), Fort Monroe, Virginia in the development of force transformation requirements and program execution methodology in support of Army and Joint Warfighting Concepts. This work is i n direct support of TRADOC's efforts to support Army Transformation and TRADOC's Transformation Campaign Plan. Support services are for Network Transport and Services in a net-centric environment. The network must be capable of providing all services ge nerally associated with network operations such as, connect all assets, share information among service/Joint/interagency/coalition/ commercial/non-government agency (NGO) participants, archive large volumes of data, maintain network status, and keep all nodes informed, support separate constellations of Communities of Interest (COI), and support geographically transitioning nodes. The goal is to enable the widespread deployment of high-value capabilities that allow the full range of DoD information content and services to be discovered and securely accessed. This increased use of networked data capabilities requires a ubiquitous, high -speed, dependable communications infrastructure. This network transport system transmits any combination of voice, video and/or data between users at various security classifications. The network includes the network operating system in the client and se rver machines, the cables connecting them and all supporting hardware in between such as bridges, routers and switches. In wireless and tactical systems, radios, antennas and towers are also part of the network. While transitioning to a completely net-cen tric environment, Network Transport must also include support for the current platform centric environment and legacy radios, messaging and infrastructure as well as future systems such as Joint Tactical Radio System and Warfighter Information Network - Ta ctical. Contractor will be responsible for the following: 1. Conduct of independent research and analysis for the development of Network Transport and Services transformation requirements in support of Army and Joint Warfighting Concepts. 2. Participate as Network Transport and Services planner and facilitator for Future Force Network concept development and implementation strategy planning. 3. Development of information materials, provide analysis and present briefings in support of the Network Transport and Services analysis and definition. 4. Providing Subject Matter Expert (SME) support for integrating Network Transport and Services related concepts into Army Warfighting Requirements. 5. Document, develop briefings and present network transport and services transformation issues to proponents, HQDA, Joint Staff, JFCOM and Combatant Commands. 6. Development of information materials and providing analysis and presentation of briefings in support of the governance of Network Transport and Services Mission Area. 7. Providing staff support and subject matter expertise in planning, preparation and execution of senior-level forums and conferences related to BCAD roles and responsibilities for developing the capabilities for a joint network-enabled force. 8. Conducting coordination with appropriate Army and joint commands and staffs to develop and enhance ARCIC and BCAD Network Transport and Services capability development plans and initiatives. 9. All contractor support personnel shall be proficient in the Microsoft Office Suite (PowerPoint, EXCEL, and MSWord) to provide slides, reports and spreadsheets. 10. All contractor support personnel are required to have a SECRET clearance. The NAICS Code is 541710 - Research and Development in the Physical, Engineering, and Life Sciences with a Business Size Standard of 500 people. Your response shall include the following information: size of company (i.e. 8(a), HubZone, WOSB, SB, Veteran, SDB, Service Disabled Veteran Owned Small Business), number of employees, revenue fo r last three years, relevant past performance on same/similar work dating back five years, and your company's capability to do this type of work. Documentation of technical expertise must be presented in sufficient detail for the government to determine th at your company possesses the necessary functional area expertise and experience to compete for this acquisition.
