Description
The U. S. Army Corps of Engineers, St. Louis District, is seeking firms for Rock Removal, at Mississippi River Miles 80.0 to 38.0. This is an indefinite delivery-indefinite quantity schedule, with possible multiple awards. The work consists of remo ving rock from the Mississippi River at Miles 80.0 to 38.0. Removal of rock will be necessary adjacent to utilities and a railroad bridge crossing the Mississippi River. This is a Request for Proposal (RFP) solicitation. There will be no public bid open ing. The basis for award will be Best Value utilizing Performance-Price Trade-off (PPT) technique. The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer conforms to the solicitation requirements a nd will provide the best value to the government considering recent and relevant past/present performance and price. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is between $1,000,000. 00 and $5,000,000.00. This solicitation is unrestricted. This acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to submit a proposal on this acquisition you must provide the following information to t he Contracting Officer no later than ten (10) days after publication of this notice: (a) SBA Certification of HUBZone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent relevant exp erience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts with telephone numbers; and (d) evidence of bonding capability up to $5,000,000.00. In the event two or more responsible HUBZone SB firms positively respond to this synopsis, then the acquisition will be set-aside for HUBZone SB firms. Should fewer than two responsible HUBZone contractors respond to this synopsis, the solicitation will remain unrestricted. In accordance with FAR 1 9.1307, the price evaluation adjustment would apply to any HUBZone that responded to the competitive solicitation. Notice of a HUBZone set aside or unrestricted will be provided in the posted RFP. Postal service or fax copies are required. Electronic co pies are not permitted. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about November 6, 2006. For changes to the issue date or any other changes to the i nformation in this synopsis, potential offerors are responsible to check the information at www.fedbizopps.gov./. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps.gov./. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential offerors MUST register at the St. Louis Contracting Division Home page at http://www.mvs.usace.army.mil/ct/ct/htm a nd/or at www.fedbizopps.gov./ in order to receive notification and/or changes to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Prospective offerors who would like their company name included on the IVL list may do so on the Fedbizopps website under IVL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and have completed On-Line Representation and Certifications Application (ORCA) in order to receive a contract award.
