Description
This project includes the design and construction of a new 1200 member US Army Reserve Armed Forces Reserve Center at Fairchild Air Force Base, WA. The site is located on an approximately 30 acre site on Fairchild Air Force Base outside of Spokane, W ashington. This project is an identified realignment project in the Department of Denfense's Base Realignment and Closure(BRAC)legislation. It will provide critical training, administration, storage, and a vehicle maintenance facility. The primary facil ities will include a 104,706 square feet Armed Forces Reserve Center, a 34,837 square feet Organizational Maintenance Shop (OMS)/Field Maintenance Shop (FMS), a 9,556 square feet Unheated Vehicle Storage Shed for a total of 236,862 sqaure feet. Supporting Facilities will include 16,835 square yards of gravel for the privately owned vehicle(POV)parking area and access roads, a 61,617 square yards of gravel for the Military Equipment Parking (MEP)area, fencing, general site improvements, extensions of utiliti es and storm water management. There will be options to pave the parking areas. Connections will be provided to the fire detection and alarm system and the building information system. Accessibility for the disabled will be provided. Anti-terrorism/force p rotection measures will be incorporated into the design including required standoff distance from roads and parking areas, and additional setbacks from the aircraft parking area on the 'Christmas Tree' (located south of the project site), existing commerci al gate, and the Skeet Range area. The new facility will provide a modern up to date space for the Armed Forces Reserve Center, including administration areas, educational areas(classrooms and library reading room), an assembly area kitchen, weapons vault , unit storage, a weapons simulator room, a Distance Learning Center, vehicle maintenance training bay, and unheated storage areas. The performance period of this project will be 730 days. The estimated cost range of this project is $10-$25 Million. The p rocurement process consists of a Two-Phase Design Build Request for Proposal (RFP) that will result in an award to the proposer that offers the Best Value to the Government. The Phase I RFP Package will be issued on or about 2 Nov 2006 and due on or about 13 Dec 2006. The factors to be evaluated in Phase I are Experience, Past Performance and Technical Approach. Upon completion of the Phase I evaluation up to 5 of the most highly qualified proposers will be invited to propose for Phase II. The factors to be evaluated in Phase II are Technical Proposal Information, Management, and Price. The award will be made upon the completion of the Phase II evaluation to the proposer that offers the Best Value to the Government. This is a FULL AND OPEN procurement and is subject to the HubZone 10% price evaluation preference. This solicitation will be issed by the USACE Louisville District and will be available for download only from the FedTeds Website www.fedteds.gov. Amendments will also only be available by download only from the FedTeds website. This announcement serves as the advance notice for this project.
