- The purpose of this modification to the synopsis issued on 18 Oct 2006 is to delete any reference to a "dynamic positioning system:" The Naval Sea Systems Command intends to award a sole-source contract to MacGregor (USA) Inc., 14 Ridgedale Ave, Suite 205, Cedar Knolls, NJ 07927-1106 (RFP N00024-07-R-2214) for the development and production of a prototype side port ramp for the Maritime Pre-positioning Force (Future) (MPF(F)) Mobile Landing Platform (MLP) with an integrated side port platform for the MPF(F) Large Medium-Speed Roll-on/Roll-off (LMSR). The effort will include technology development and testing of one new MLP side port ramp integrated with the side port platforms for the MPF(F) LMSR and existing Army LMSRs. The MLP Ramp and LMSR Platform will be an extension of new technologies using the existing stern ramp system from the Military Sealift Command?s T-AKR Class (LMSR). The design concept will facilitate the transfer of vehicles between the Mobile Landing! Platform (MLP) and existing and future LMSRs. The design will consist of a smaller version of the Army LMSR?s stern ramp mounted on the starboard side of the MLP, which will be deployed to a new platform that folds out from the port side of the LMSR. The system will operate through sea-state 3 conditions with a maximum load capacity 160,000 pounds. The new side platform will be about 48 feet wide and 56 feet long which will be larger than the existing LMSR side platform while still stowing with the same side shell recess and mounts. When deployed, the platform will be angled about 5 degrees below horizontal supported by hinged links at the fore and aft ends. The MLP ramp and LMSR platform will require detailed knowledge and familiarity with critical technical details, design, configuration, and performance characteristics of previously produced ramps and doors. In addition, commonality with existing (Army) LMSR ships is essential. MacGregor USA is the only company maintaining the necessary familiarity with prior LMSR ramp/door designs; desig n systems; and, production processes to successfully execute this effort. Therefore, MacGregor USA is deemed the only responsible source and no other supplies or services will satisfy the Government?s requirements.
