Description

Fleet and Industrial Supply Center Jacksonville will solicit on a sole source basis with Canaveral Pilots Association for pilot services for submarine and surface vessels visiting the Port Canaveral Florida area. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. All pilots handling any U.S. Naval vessel shall hold licenses for the Port Canaveral area issued by the Coast Guard Service and the State of Florida as a first-class pilot unlimited tonnage for Port Canaveral. NAICS Code 488330, size standard $6.5 million. This notice of intent is not a request for competitive proposals however, information received will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purposes of determining whether to conduct a competitive procurement.
