Sources Sought for the Technical and Regulatory Support for the Development of Criteria for Water Media (Toxicology Emphasis) THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a ?market search? to determine potential Small Business sources in preparation for a future procurement. The EPA Office of Water, Office of Science and Technology, Health and Ecological Criteria Division has a requirement for a contractor to provide technical and regulatory support services for the development of human health criteria, health advisories, maximum contaminate level goals and pollutant limits. This support includes activities such as conducting literature reviews, conducting hazard exposure risk assessments, performing statistical analyses, evaluating pollutants selected for review by the United States Environmental Protection Agency (EPA), assessing the potential impact of criteria on sensitive populations, preparing criteria documents, preparing health advisories, preparing technical guidance documents, preparing technical support documents for regulatory requirements, preparing the index of references for proposed and final regulations, summarizing comments on proposed regulations, and arranging and conducting workshops. The successful contractor shall provide all necessary labor, materials and services in support of the efforts delineated by the performance work statement (PWS). A draft performance work statement can be obtained from the OAM website, http://www.epa.gov/oam/cinn_cmd/. It is anticipated that the contract will be a Performance Based Service Contract (PBSC) , Cost Plus Fixed Fee (CPFF )starting in December 2006 with two additional Optional Periods of 12 months each with a one year Base Period. It is anticipated that 7,375 hours including quantity options will be needed in the Base Period. Each additional Option Period Level of Effort including Quantity Options will be 7,375 total hours per Option Period. The applicable NAICS code is 541690 with a size standard of $6,000,000. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm?s ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses.
