- Description
- The National Science Foundation (NSF) intends to procure on a sole-source basis the High Tech Indicators (HTI) statistical series for 2007, produced by the Georgia Tech Technology Policy and Assessment Center (TPAC). The purchase will include indicators comparable to previous HTI in this series, which has continued since 1990, for use in the National Science Board?s (NSB) Science and Engineering Indicators (SEI) report for 2008. HTI include four input indicators predictive of future competitiveness of 33 nations, and one output indicator that gauges current competitiveness. Additionally, TPAC will identify suitable indicators of national technological competitiveness that are based solely on statistical data and benchmark them to the proprietary HTI series that combines statistical and expert opinion measures. The Georgia Tech TPAC is uniquely qualified as the HTI statistical model includes proprietary micro data supporting earlier results utilized by the NSB already in prior editions of the SEI which it needs to have updated. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 3 NOV 06 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
