Description

U.S. Special Operations Command (USSOCOM) anticipates contracting with Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, CT 06614 for Engineering Support Services to be provided with other Government sources in developing information necessary to integrate the Dual Digital Aircraft Flight Control Computer (DDAFCC) into the Common Avionics Architecture System (CAAS) cockpit in the MH-60M aircraft fielded for USSOCOM. The proposed action is for airframe and general aircraft engineers from Sikorsky Aircraft Corporation to provide UH-60X aircraft knowledge to help develop required data reports. The Government does not have the UH-60X expertise currently to develop these data reports on our own. Full and open competition can not be permitted since Sikorsky owns the technology in question. The Government intends to solicit and negotiate with only one source under authority FAR 6.302-1. Firms that feel they can provide this deliverable or equal are encouraged to identify themselves. This notice of intent is not a request for competitive proposal, however, the Government will consider all proposals received by the specified due date (in accordance with FAR 5.203(a)). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The estimated release date of the solicitation is 25 October 2006.
