- This synopsis is for four NSNs: 9150-00-252-6383, 9150-00-223-4134, 9150-00-082-7524, & 9150-00-265-9408, Hydraulic Fluid, Petroleum Base. Respective unit of issue is as follows: Unit can contains 1 QT and shall be the following dimensions: 4-1/16? DIA X 5-9/16? HT or 401 X 509; Unit can contains 1 gallon; Unit drum contains 10 gallons; Unit drum contains 55 gallons. QPL applies. Government Lot Acceptance testing is required. These NSNs are procured as fully competitive in accordance with a military/federal specifications/standards and/or voluntary industry standards. Refer to section L, clause 52.211-9G13 for obtaining such data. Qualified Products List (QPL) applies IAW SPEC NR MIL-PRF-5606H BASIC DTD 04/20/06 AMEND NR 01 DTD 06/07/02 TYPE NUMBER MIL-PRF-5606H. These NSNs are IAW STD NR MIL-STD-290F REFNO DTD 04/20/06 AMEND NR 00 DTD 07/17/00 TYPE NUMBER MIL-STD-290F. QAP 142 applies. These items are used in a mercury free environment and must adhere to the requirements as specified in mercury free drawing 13873-03-0001. A copy of this drawing is available at DSCR and can be obtained via internet at website: http://www.dscr.dla.mil/qap/qaps.htm (all lower case). MSDS and OSHA hazard warning label are required. Direct access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.dapsmil or http://www.dodssp.daps.mil. Solicitation will be issued as an Indefinite Quantity Contract, Firm Fixed Price with EPA with one base year plus two option years. Solicitation will not contain progress payments. Surge & Sustainment requirements apply for all NSNs. For 9150-00-252-6383, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 97,716 for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 23,040. The Maximum Contract Quantity is 195,432 for the base and option years. The Minimum/Maximum per order for the base and option years is 23,040 / 46,080. For 9150-00-223-4134, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 25,476 for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 5,760. The Maximum Contract Quantity is 50,952 for the base and option years. The Minimum/Maximum per order for the base and option years is 5,760 / 11,520. For 9150-00-082-7524, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 840 for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 180. The Maximum Contract Quantity is 1,680 for the base and option years. The Minimum/Maximum per order for the base and option years is 180 / 360. For 9150-00-265-9408, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 780 for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 160. The Maximum Contract Quantity is 1,560 for the base and option years. The Minimum/Maximum per order for the base and option years is 160 / 320. Solicitation will be issued under the procedures of Full & Open Competition as an unrestricted procurement. These NSNs are commercial items. FOB is Destination. Inspection/Acceptance is at Destination. Quantity Variance is plus 10% or minus 10%. Required delivery is 88 days ARO. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. DLA-Direct delivery will be to Richmond, VA (SRG) & Tracy, CA (AQ5) only. This item is a critical application item. This item is not a Critical Safety Item (CSI). The solicitation will be issued on October 20, 2006 with a closing date of November 20, 2006. Synopsis on Fed Biz Ops will occur on October 5, 2006 for a period of 15 days.
