- Contractor is to provide all parts, equipment, crane services, labor and transportation required to perform the replacement of the air conditioning system located in the R.D. Willis Power Plant, in accordance with the following specifications. The R .D. Willis Power Plant is located on the B.A. Steinhagen/Town Bluff Lake located 12 miles West of Jasper, Texas. The performance period for the entire work ready for use is ninety (90) calendar days. Davis Bacon Wage Decisions are applicable. Estimated C onstruction Range: Between $25,000 & $100,000. Solicitation will issue on 17 October 2006. Bids will be due 6 November 2006 by 1:00 pm, central time. Duration of project 90 calendar days. The North American Industrial Classification System (NAICS) Cod e applicable to this project is 238220. Small Business Size Standard is $13,000,000.00. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractors total planned subcontracting amount to be placed with the following: Small Business 43%; Small Disadvantages Business, 16.5%; Women-Owned Small Business, 5.7%; Service-Disabled Veteran-Owned Small Business, 1.5%; and HUBZone Small Business, 8.0%. The plans and specifications will be issued on the Internet only. Plans and specifications will not be provided in a paper hard copy format. Not ification of amendments shall be made through the Internet. The Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check daily for any posted chan ges to this solicitation.
