Description
The Bureau has acquired new Super Orlof Intaglio printing presses from KBA Giori. The Super Orlof printing press uses both an indirect and direct inking process for applying ink to the printing plates. The indirect inking process is similar to the dry offset inking process. The BEP will use the indirect inking process of the press. Therefore, the Bureau is conducting a developmental effort with interested intaglio ink suppliers to develop a formulation for both the green and black inks that will optimize the Bureaus print quality and press performance of the Super Orlof Intaglio printing press. For initial screening purposes, interested parties are requested to submit a 5 pound retain sample of a green intaglio ink and a black intaglio ink with MSDSs for laboratory testing and review. The VOCs for the inks shall be 12.0 percent or less. If the retain sample is approved, then the interested ink supplier will be requested to submit approximately 50 pounds for the initial press trial. Additional quantities of up to 500 pounds of the ink may be requested for a scale up press trial. Ink suppliers may be present during press trials; however, press trials must be scheduled based on the Governments needs and schedules. Attached is a copy of the current intaglio ink performance specification for the I-10 Intaglio presses. Interested ink suppliers should use this specification as a general guide for developing intaglio inks for the Super Orlof press. The Bureau has an immediate need to identify production green and black intaglio inks for the Super Orlof printing press and as such this announcement will be open until such time as the inks are proven for BEP production use. Based on this developmental effort and identified ink suppliers capable of producing the inks that meet the Bureaus requirements, a limited competition or a sole source acquisition may result.
