Description
The Environmental Protection Agency (EPA) intends to issue a solicitation for a contractor to furnish all necessary labor, supervision, transportation, equipment, and supplies to provide custodial services to maintain all EPA facilities located in the Research Triangle Park, NC and Chapel Hill, NC in a clean and sanitary manner at all times. Custodial services shall apply to all designated spaces including, but not limited to corridors, entrances, lobbies, atria, security booths, smoking areas, vending areas, conference rooms, class rooms, auditorium, cafeteria (less the kitchen), break areas, galleys, restrooms, office spaces, file rooms, library, laboratories, work areas, storage areas, stairways, elevators, patios, docks, loading areas, child care center, health unit, fitness center, mechanical rooms, and interior and exterior of the facilities listed in this Statement of Work (SOW). The contractor shall perform all work in compliance with federal, state, and local environmental laws and regulations, and shall participate fully in the agency's environmental management system. This acquisition is being offered for competition limited to SBA certified 8(a) concerns only. The North American Industry Classification System (NAICS) is 561720 and size standard of $15 Million in average annual receipts over the preceding three fiscal years. For informational purposes this contract is a follow-on to contract number 68-D-02-044 with C&J Janitorial Services, Incorporated. The contract will consist of a base period of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty (60) months. The resultant contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 12, Acquisition of Commercial Items/Services and FAR Part 15, Contracting by Negotiation. Offerors will be asked to submit a technical and cost proposal for the contract, as well as relevant past performance information. The anticipated issuance date of the RFP is approximately November 6, 2006. Proposals will be due approximately 30 days after the RFP issuance date. All responsible sources may submit a proposal which shall be considered. No further synopsis will be issued. A pre-proposal conference /site visit will be held approximately seven to ten days after the issuance of the RFP. The announcement and details of the pre-proposal conference/site visit will be posted at the website referenced below. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. It will be the offeror's responsibility to frequently check the same site where the solicitation is posted for any amendments. All prospective offerors must be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov.
