Description

Notice of Intent: Pursuant to FAR 6.302-1, "Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements", the U.S. Office of Personnel Management (OPM), Federal Investigative Services Division (FISD) intends to renew sole-source agreements to obtain detailed and complete birth record information through State agencies throughout the Country. The process by which the information is obtained and the information itself is intergraded into a unique investigative database in a secure environment. Additionally, the program research has determined that the States provide birth record data with substantially greater accuracy and detail than third party vendors do. The information is utilized in analyzing investigative information for security and suitability adjudication. Therefore, the States are the intended source for these services. OPM FISD deems it appropriate to award fixed-price agreements on other than a full and open competitive basis to the State authorities. The State authorities are the available responsible sources and no other types of services will satisfy the needs of the Agency. The North American Standard Industrial Classification System (NAICS) Code for action is 519120 - Libraries and Archives. THIS IS NOT A SOLICITATION FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHERMORE, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is not a solicitation for offers but rather a notice of OPM's intent to negotiate sole source awards to various State public health agencies. This notice is for information only, and may represent the only official notice.
