Description

The Defense Threat Reduction Agency (DTRA) intends to award a contract to Black and Veatch (B&V) without full and open competition to procure an effort entitled Implementation of the Electronic Integrated Disease Surveillance System (EIDSS) and Pathogen Asset Control System (PACS) in the countries of the Former Soviet Union (FSU) and potentially non-FSU DTRA engaged countries to accomplish biosecurity and detection goals of DTRA's Biological Threat Reduction Program (BTRP). The EIDSS and PACS systems were developed by B&V, and continue to satisfy the unique needs of the BTRP and recipient countries. This procurement consists of the implementation of EIDSS and PACS in DTRA engaged countries and includes the ability to function as a registered and licensed entity in all recipient countries; the procurement and delivery of equipment; installation in country; design and configuration; upgrades; maintenance; full integration of the system; and training on the EIDDS and PACS systems in recipient countries. EIDSS is an electronic disease reporting system, including specific software and computer applications. PACS is a computerized inventory and access control system designed to complement biosecurity upgrades at scientific institutions retaining pathogen repositories. The DTRA Contracts Office envisions an indefinite delivery indefinite quantity (IDIQ) contract with B&V.
