- Sources Sought Synopsis announcements are issued to assist the Agency in performing market research to determine industry interest and capability. This Source Sought Synopsis is not a request for proposals and at this time, no solicitation exists. Therefore, do not request a copy of the solicitation. Introduction: The Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing support to the DTRA Site-Survey Team (SST). The DTRA SST provides the Combatant Commanders and other federal government agencies with site characteristic packages. Background: DTRA's mission is to safeguard America and its allies from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosives) by reducing the present threat and preparing for the future threat. The objective of this future solicitation is to acquire technical and operational services in order to augment the SST. Services: The contractor support to the SST should include but not be limited to the development, processing, and production of specialized classified materials. These services provide support and expertise in contingency operations, information analysis, 3-dimensional modeling, and simulation that result in the production of a classified site survey package. These packages are utilized in training, contingency planning, and operational scenarios in direct support of matters relating to National Defense. Currently, the SST performs about 10 Department of Defense selected sites a year. There is a potential of an increase in scope if DTRA is asked to performed surveys on other sites, there were two additional sites last year. Capabilities: Potential sources must have experience and expertise in Special Operations missions and methods to include tactical experience, site survey techniques, direct action mission planning, and 3-dimensional modeling capabilities. In addition, all positions require excellent writing skills and a working knowledge of Windows, AutoCAD, Adobe Acrobat, and MS Office. Certain positions require the ability to generate 3-D models from photographs. The duties require frequent short duration travel (one-two weeks) and potential foot movement in rough terrain. Applicants should possess or have the ability to obtain a Top Secret (SCI) clearance and a passport. These positions are deemed "essential government" assignments. Responses: Offerors having the technical skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought. Responses shall include the following information: company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned, teaming partners and/or major subcontractors or prime. Responses should address how the Offeror can meet any part or all of the above requirements and should not exceed five (5) pages in total.
