Description
Amendment #1 is hereby issued to extend the close date from 09/08/2006 to 09/12/2006 no later than 4:00 PM EST. Also we are providing the following 10 each questions and answers: 1.) The solicitation makes reference to SPOs and BSOs with a requirement for at a minimum 1 SPO per shift (page 11, section 3.0, par (b). Please, provide the difference in requirements and duties between SPOs and BSOs.An SPO (special police officer) has arrest authority outside of the building, compared to a BSO who only has authority inside the building. 2.) Please indicated which of the various posts listed on pages 3 to 9 of the solicitation document are to be filled with an SPO. The outside rover position. 3.) The solicitation makes reference to key personnel (page 24) being the Program Manager (Captain) and Supervisor(s). (A). Is the Program Manager a full-time on-site position or can he be off-site? (B) Does the government provide on-site office space and accommodations for the Program Manager? (A)Yes, the program manager is a full-time on-site position. (B)Yes, the Government provides office space for the program manager. 4.) The solicitation makes reference to key personnel (page 24) being the Program Manager (Captain) and Supervisor(s). (A). How many supervisors are required? (B) Does ATF anticipate one supervisor for the entire project or a Shift Supervisor for each shift? (B) Is there office office space for the Supervisor to work from? (C) Can the Supervisor be one of the productive positions / posts listed on pages 3 to 9 of the solicitation document? (A)One supervisor per shift. (B)Yes, there is office space for the shift supervisor. (C) No 5.) In the uniform sets required do they include a bullet-proof vest? Yes 6.) Page 11, section 3.0 paragraph (g) states "38 revolvers". (A) Does this refer to a quantity of 38 revolvers or to the caliber of the revolvers? (B) Are weapons GFE or CFE? (A) Caliber, 38 caliber revolvers. One weapon per individual is required. (B)The weapons are company furnished equipment. 7.) (A) Does each officer need to have a two-way radio when on post? (B) If so, please provide type of radios required and if they have to interface with government frequencies? (C) Are radios GFE or CFE? (A)Yes, each officer requires a two-way radio. (B)The Government will provide the radios. (C)The Government provides the radios. 8.) Page 15, Section 5 paragraph (f) makes reference to hourly radio checks. (A) Who are these radio checks with, with the ATF MegaCenter, with the Supervisor, with the SPO, with PPB or with COTR? The radio checks are made with the security operations center/control room. 9.) On New York Avenue, is the Security Ops Center on pages 5 to 9 the same as the Control Room listed on page 4? Yes 10.) Are the Officers staffing the Control Room and the Security Ops Center dispatchers who control the radio communications and perform alarm monitoring services for the project site and the security services or are officers providing physical security (access and egress) to these two centers / rooms? The officers in the Security Ops Center/control room perform alarm and CCTV monitoring services. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (08-SEP-2006).
