Description
The Contraception and Reproductive Health Branch (CRHB) of the National Institute of Child Health and Human Development (NICHD) is recompeting its contract for a Chemical Synthesis Facility (CSF) capable of synthesizing potential antifertility agents on a laboratory scale (1-5 grams), as well as on a relatively larger scale (greater than 1 kg). It is anticipated that the new award will be a five year term type cost-reimbursement contract. These agents are obtained under current Good Manufacturing Practices (cGMP), for comprehensive contraceptive evaluation such as toxicology studies, primate testing, and preclinical safety studies which will be conducted under separate contracts. The NICHD seeks a contractor capable of synthesizing drugs, chemicals, chemical intermediates, steroids, and optically pure and/or resolved unnatural amino acids (greater than 99 percent enantiomeric excess) for further contraceptive development by the CRHB. The areas of chemical synthesis include: (1) orally active novel steroids; (2) steroid haptens linked to bovine serum albumin as well as to histamine conjugates for the development or radioimmunoassay (RIA); (3) radiolabeled compounds for RIA as tracers and for metabolism studies; (4) heterocyclic compounds, e.g., hexahydroindinopyridines preferably as their enantiomers, and indazole-3-carboxylic acids; (5) seconucleosides; and (6) novel iminosugars, The required service is defined as code 541710 under the North American Industry Classification Systems (NAICS). This RFP (NIH-NICHD-CRHB-2007-02) will be electronically available on or about November 1, 2006. Proposals will be due by 4:00 P.M. EST on December 15, 2006. All responsible sources may submit proposals. However, in order to be considered for evaluation the following mandatory requirements must be met at the time of proposal submission: (1) Documented capabilities for achieving relatively large-scale synthesis (1000 grams); (2) Facilities which meet requirements for cGMP as prescribed by the Food and Drug Administration (see 21 CFR Parts 201, 207, 210, 211 and 229; and (3) nuclear license to handle radioisotopes, plus a controlled substance license.
