- This is a sources sought announcement. DHS is not planning on issuing a solicitation at this time. The Domestic Nuclear Detection Office (DNDO) is responsible for supporting the deployment of fixed, mobile and relocatable radiological and nuclear detection systems such as Radiation Portal Monitors and Radiography Systems at operational venues along the borders and within the interior of the United States, and providing the scientific and technical expertise required to support these systems. These efforts are part of the DHS multi-layered strategy to keep U.S. secure by interdicting illicit radiological and nuclear materials. The deployment areas of interest include potential installations located along the border between the official Ports of Entry, inspection points within the borders which may be operated by State, Local or Tribal operating agencies, and at other sites within the U.S. and U.S. territories. For the purposes of this Sources Sought Notice, interested parties should consider the deployment of passive and radiographic detection systems alone or in concert, to be completed in approximately one year, in the following venues:: (1) DNDO Securing the Cities Program (to include no less than 35 fixed and 35 mobile units) and (2) Border Patrol deployments (to include no less than 20 fixed tactical checkpoints and 20 mobile or relocatable deployments). DNDO seeks input from companies and teams that currently deploy nuclear detection equipment as well as companies that have substantial experience deploying sensor or surveillance systems for large commercial customers or Government agencies. Through this Sources Sought Announcement, the DNDO is conducting market research concerning the Deployment Planning and Management Services for the purpose identifying potential sources to provide these services in the area of nuclear detection or similar large scale systems which entail the following: 1) Site Surveys. Collect site information, identify local requirements, and obtain necessary local permits and licenses; 2) Design. Develop conceptual through final site infrastructure designs, including stakeholder involvement, to reach consensus on the design; 3) Technical Support. Identify, develop, and/or adapt technology, including engineering and testing to meet design requirements; 4) Acquisition. Identify and procure peripheral components and subcontract for design, construction, and installation services; 5) Construction. Prepare terminals, crossings, and facilities to accommodate system installation and operations; 6) Installation. Install and wire the systems; 7) Pre-Commissioning. Perform calibration, startup and adjustment, final acceptance testing, and to turnover the system to the operating agencies; and 8) Post-commissioning. Provide technical and operational support of the systems. Following receipt of capability statements and associated information from interested parties, DNDO anticipates hosting an Industry Day. Interested parties will be invited to give a presentation at an Industry Day via a one on one session with Government representatives. DNDO will provide specific information regarding the industry day via a FEDBIZOPS posting in the near future. This Sources Sought (SS) announcement is for information and planning purposes only, and shall not be construed as a solicitation or as an obligation on part of the Department of Homeland Security. The purpose of this SS is to identify potential sources that may be interested in and capable of performing the work described herein. The Department of Homeland Security does not intend to award a contract on the basis of responses to this SS. All interested parties are requested to provide their capability statements and qualification packages that fully identify your company?s capabilities to provide deployment planning and management services for nuclear detection and similar large scale systems. The information should include personnel experience, past performance, clearances any rough order of magnitude (ROM) estimates and any other information that would assist DNDO obtain pertinent information relating to the subject outlined above. Additionally, each respondent is asked to present the following information in a clear, concise and organized manner: 1) Company name, Commercial And Government Entity (CAGE) code, business description; and name, address, telephone, and E-mail address of the presenter. 2) For each of the eight elements of the Work Breakdown Structure, please address: a) Program organization b) Staffing Plan including personnel licensing (e.g. PE) and other certification requirements and capabilities c) Schedule for conduct of each element of the WBS d) Pricing Estimates including estimated per-site and per unit costs e) Previous experience in the venues described 3) Existing or proposed contract vehicles which could be used for procurement. 4) Indicate whether or not your concern is a Small Business, Women-Owned Small Business, Small Disadvantaged Business, HubZone Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business or Large Business.
