- The United States Coast Guard Research & Development Center (RDC) intends to negotiate and award a sole-source contract to Systems Planning & Analysis, Inc., to provide follow-on services and support for model development and analysis work using the General Campaign Analysis Model Core Tool Suite (GCAM-CTS). The GCAM-CTS is a collection of model development and analysis tools that allow operations research analysts to create new, custom applications to fit a large class of simulation based analytic problems. The RDC has a significant investment in developing stochastic simulations of multi-mission operations and tactical engagements using the GCAM-CTS. The requirement is to support use of existing GCAM models and the development of new models to quickly conduct analysis of operational and technology alternatives being examined by the Coast Guard. Expertise in the GCAM-CTS, the existing GCAM-CTS applications, and the ability to modify their core functions to rapidly adapt to new mission analysis efforts are pivotal for success. In addition, having the ability to use the most recent GCAM-CTS capabilities such as, sensor area coverage and route planning and optimizations, is critical. The Coast Guard intends to award an Indefinite Delivery/Indefinite Quantity type contract with Cost Plus Fixed Fee provision. The period of performance is five (5) years. The North American Industry Classification System (NAICS) Code is 541511. Interested parties may identify their interest and capabilities in response to this requirement to the above address. The determination by the Government not to compete the proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement(s).
