- The Air Armament Center, 679th Armament Systems Squadron, Eglin AFB FL is contemplating issuing a modification to an existing contract with Kaman Dayron, Inc. to procure in advance approximately 50,000 COP888CG microcontrollers, altered with the specific FMU 152A/B operating logic for contract F08626-98-C-0006, Joint Programmable Fuze (JPF), Option 5, requirements. The estimated cost of this additional procurement is approximately $1.23M. These microcontrollers shall be capable of operating with 5 VDC, at operating temperatures of -55 degrees C to +71 degrees C. The need date is 31 Dec 2006. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2) (ii). Interested parties must produce or procure for delivery qualified COP888CG microcontrollers, programmed in masked read-only memory (MROM) with the FMU 152A/B operating logic and may submit statements of capability (SOC) or a capabilities package addressing the following: (1) Microcontroller must provide a minimum of 4 KB of MROM and a minimum of 192 bytes random access memory (RAM) and be capable of executing the COP888CG instruction set and addressing modes drawing no more current than the existing version. (2) Two variants are required; one will be programmed with the existing logic for the Arming Controller and the second will be programmed with the existing logic for the Serial Data Controller of the FMU 152A/B Bomb Fuze. (3) Ability to deliver the altered COP888CG on schedule. Responders to this synopsis will not be provided the results of the government evaluation of their qualifying package. Responses to this synopsis should be submitted for receipt by the Government within 15 days of the publication date and must state whether the potential source is a small business concern IAW 52.219-1. The NAIC Code/Size Standards is 332995/500 employees. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
