- The Marine Corps Systems Command, Program Manager for Ammunition intends to award a sole source contract to SAAB Bofors Dynamics AB, SE-691 80 Karlskoga, Sweden for an estimated 3,350 84 mm AT4 M136 Lightweight Anti-Armor Weapons (Cartridge and Launcher) (DODIC C995), NSN: 1315-01-486-2293. The AT4 M136 is a self-contained, lightweight, recoilless, preloaded, disposable, man-portable weapon employed mainly against armored personnel carriers. The AT4 can also be employed as an assault weapon against bunkers, field fortifications, and other hard-point positions. The launcher is fiberglass-reinforced with a smooth bore barrel that is environmentally sealed. The AT-4 is equipped with an expendable launcher with cartridge, a firing mechanism with three safety devices, front and rear sights, and a carrying sling. The cartridge assembly consists of the projectile and the cartridge case. The projectile is a free flight, fin-stabilized warhead. The contract will have a performance period of 24 months. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The authority for this sole source award is FAR 6.302-1 ?Only one responsible source and not other supplies or services will satisfy agency requirements.? SAAB Bofors Dynamics AB possesses unique knowledge, capabilities and proprietary design rights for production of the AT4 M136 and is therefore the only vendor deemed qualified to provide this item. This notice of intent is not a request for competitive proposals and no solicitation is currently available. However, interested parties may identify their interest and capability to respond to the requirement. Responses/proposals received within thirty (30) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government n ot to compete this proposed effort on a full and open basis is solely within the discretion of the Government. The North American Industry Classification (NAICS) Code is 332993, Ammunition (Except Small Arms) Manufacturing. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). The solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award. Interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 22 November 2006 to Commanding General, Marine Corps Systems Command, Attn: PMM 2041, 2200 Lester St., Quantico, VA 22134.
