Description
The Federal Aviation Administration (FAA) is seeking competent and qualified HVAC contractors interested in providing offers to perform work as listed in the title of the announcement, and as synopsized below. The work will consist of, but is not limited to, the following: Moisant (New Orleans): Replacement of three packaged A/C units with two larger packaged units, including ductwork demolition and installation (interior and exterior to the building), installation of a weatherproof barrier on exterior ductwork, HVAC controls work and associated wiring, conduit, and disconnect switches. Houma: Replacement of one existing HVAC unit, split system, and two window-type units. As described on the drawings, the units will be installed with new discharge plenum, condensate and refrigerant lines, conduit, and disconnect switches. All work shall be accomplished in accordance with the specifications and drawings. 1. This project is a total set-aside for Small Business Concerns. 2. Contract performance period is 90 days. The actual, on-site installation/replacement time is: Moisant: 30 days and Houma: 3 days. All work will be conducted during normal business hours. 3. The NAICS code is 238220 - ($13M): Plumbing, Heating, and Air Conditioning Contractors. 4. Estimated Bid Range: $100,000 to $250,000. 5. The contractor is expected to perform at least 15% of the work using its own employees. 6. A mandatory pre-bid site visit will be conducted on Nov. 15th, 2006, beginning at 9 AM local time in New Orleans, LA. All interested contractors must attend the site visit in order to qualify for contract award. Further information will be contained in the solicitation package. 7. The anticipated start date for this project will be January 8th 2007. 8. Award will be made in the aggregate. However, contractors must provide separate pricing for each location in order to be considered for award. THE SUCCESSFUL OFFER MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE AND/OR AWARD: a. The contractor must have successfully completed similar projects, both in terms of dollar amount and scope, on a Life Safety Critical Facility (such as a hospital or a similar FAA facility). b. The contractor must have delivered a quality product in the timeframe established by the contract. c. The contractor must provide the name of the facility where the work was performed, contract number, and a point of contact (with phone number) at the facility. This information MUST BE submitted with the request for specifications and plans. NOTE: Contractors must have active registration in Central Contractor Registration (CCR) before award can be made. Contractors can register at www.ccr.gov/. Contractors must submit their request for the solicitation package no later than 4:00pm (Central Time) by October 31, 2006. Contractors must provide their company name, physical mailing address, telephone and fax numbers, and must complete and submit the following: 1. Past performance information, to include the facility where work was performed, contract number, date work was completed, POC at the facility, and telephone number. 2. SECURITY NOTICE TO PROSPECTIVE OFFERORS FORM (attached) 3. BUSINESS DECLARATION FORM (attached) FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL CAUSE YOUR FIRM TO BE DEEMED NON-RESPONSIVE.
