- The Department of Veterans Affairs is seeking contractor support to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. The primary effort will be to provide maintenance support for all relevant components of the DVA Insurance Service's Production and Test Document Imaging Systems, which consists of the hardware and software necessary for scanning, indexing, storing, and retrieving documents. These services will include all necessary parts, labor and unlimited emergency calls during normal working hours. It will also include installing new versions of imaging software, patches, and fixes. The contractor shall be located within a 60 mile radius of our office in Philadelphia, Pa. The contractor shall provide telephone and on-site support within two business hour telephone response time and four business hour on site response. The DVA Insurance Service, located in Philadelphia, has been imaging documents related to the management of VA's administered government life insurance programs since 1998. Currently, there are over 8.5 million documents stored on this system. On our current system document storage and retrieval is accomplished using Stellent's IBPM software v7.5. Most of the documents are captured for storage to this system via document scanning. The front end capture process uses Captovation's eCapture software v4.3. Certain documents from our mainframe are also stored and retrieved on this system. These documents are internally captured via a process created by the DVA Insurance Service, in conjunction with the Stellent SDK product. This process transfers a flat file from our mainframe to a text file on our server. It then creates a Microsoft Word document from the text file, and stores it as a universal document in our imaging system. The images themselves are retrieved via the VA's custom user interface (front-end) software know as VICTARS, which is a Visual Basic application. This interface also makes use of the SDK product. The period of performance is from date of award through September 30, 2007, plus four (2) one-year option periods. Work at the government site shall not take place on federal holidays or weekends unless directed by the Contacting Officer (CO). Proposal due date is November 27, 2006. Work performed under this contract shall take place at The Department of Veteran Affairs Regional Office and Insurance Center, (ROIC), 5000 Wissahickon Avenue, Philadelphia, PA 19144
