Description
The Assistant Secretary of the Army, Acquisition, Logistics and Technology issued a memorandum on 21 September 2006 requesting the fielding of flame retardant clothing for soldiers deployed as part of Operation Iraqi Freedom and Enduring Freedom. Tes ts conducted by PEO Soldier have determined that fire resistant viscose rayon, when blended with other domestically produced fibers will meet the level of protection identified, with enhanced air permeability and moisture management required by continuous wear, over prolonged periods of time in hot climates. This is a sources sought notice to identify producers of high tenacity FR viscose rayon fiber produced in the United States or its possessions. The Army is seeking vendors with an established record o f producing viscose rayon in the United States and its territories. Participation requirements- Source must have in use a Quality System that conforms to ISO 9001:2000 requirements. To be considered for this sources sought the source must submit technical information and test data explaining the composition and performance of their fiber. Additional Participation Requirements- Source must submit 5 linear yards of fabric containing high tenacity FR viscose rayon, of their production, for physical evaluation. Test results as specified in MIL-DTL-44436A (Class 8), After Flame, After Glow, and Char Length results from the Vertical Flammability test as specified in ASTM D6413 must also be provided. The submitted fabric must be made primarily of the solicited fi ber. Include all appropriate MSDS sheets/safety/health information. Source must include cost in the form of 1) sold as fiber only, 2) cost per yard of the fabric submitted. Source must submit all required information/ items no later than December 1, 2006. Evaluation Process- This is a sources sought notice seeking potential domestic sources for this fiber. This process does not lead to a procurement or contract of any kind. All submitted items/information will be reviewed to ensure compliance with the st ated solicitation requirements. No information or items will be returned. The government reserves the right to perform additional tests on all submitted items.
