Description
Red River Army Depot intends to issue a solicitation that will result in a requirements contract for hauling blast media waste to an approved land fill. The successful contractor must provide all personnel, equipment, tools, transportation, tracking documents (manifest) and any other items necessary to mark/label, transport, remove and dispose of waste that will be managed as Universal Waste to an approved Treatment, Storage and Disposal Facility (TSDF) in Texas, in accordance with all applicable Fed eral and State regulations/laws. In the State of Texas, Paint Related waste may be classified and managed as Universal Waste. The blast media that will be offered in this contract may include garnet sand, steel shot and glass beads that is used in a pr ocess that prepares the surface for painting which the State agency allows to fall under the description of Paint Related Universal Waste. The characteristics of the waste that may be offered to the Contractor will be limited to D-Listed items and non-R CRA which will be managed as Universal Waste. All waste material will be in 20 cubic yard roll-off containers owned by Red River Army Depot. The contractor will transport the Government owned (RRAD) boxes to an approved TSDF for proper treatment and wast e disposal and return empty roll-off boxes from the TSDF back to RRAD when a request is made for the removal of full boxes to the TSDF. Contractor shall be responsible for providing all applicable documentation for transportation and tracking of the w aste which may include utilizing a Bill of Lading BOL) and/or Uniform Hazardous Waste Manifest (UHWM). All contractor personnel performing any portion of this contract shall be in compliance with all applicable training requirements identified by EPA, OSH A, DOT and State regulations. Certification must be provided to the Contracting Officer prior to any work start up. The solicitation will result in a contract for a base year plus 2 option years. The estimated quantity (not guaranteed) is 1.7M pounds of waste per year. This solicitation will be posted to the Red River Army Depot website www.redriver.army.mil for download on or about 30 October 2006.
