Description: D-OMB Circular A-76: DoD Public-Private Competition of the logistics functions performed at DoD Education Activity (DoDEA), Domestic Dependent Elementary & Secondary Schools (DDESS), Fort Campbell, KY. In accordance with the procedures specified in the revised OMB Circular A-76, May 29, 2003, this notice represents the announcement of a Standard Competition for work being performed at the nine DDESS locations at Fort Campbell, KY. The incumbent service providers are DoD civilians (46 full-time equivalents). The agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a phase-in, base period and four option years. The Department of Defense Competitive Sourcing Official (CSO) is Mr. Phillip W. Gorne, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official (CCSO) for this announcement is Dr. Joseph D. Tafoya, Director, DoDEA. The date of this public announcement is the official start date for this competition and the projected end date of the competition is January 10 2007. POC for questions is Dagmar Brown, Acting Chief, Competitive Sourcing Program Office, DoDEA. The PWS and attachments will be posted to the GovWorks website on or about 08 November 2006 at: http://www.govworks.gov/vendor/csolicit.asp under the heading of RFP 1406-04-07-RP-66525, Facility Maintenance and Custodial Services for DODEA. The draft PWS and attachments were previously posted as a Special Announcement under 1406-04-06-RP-63371. The North American Industry Classification System (NAICS) code for this acquisition is 561210, "Facilities Support Services" and the size standard is $32.5 million. This project is unrestricted meaning full and open competitive procedures will be utilized. A tentative site visit is planned for Saturday 02 December 2006.
