Description
This a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information being included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. JJ420236, issued as a Request for Quotation (RFQ), is for the purchase of trash removal services which are to be performed at FEMAs Mt. Weather Emergency Operations Center (MWEOC) Mt. Weather, VA 20135. The solicitation document and incorporated provisions and clauses are those in effect under the current Federal Acquisition Regulation. It is anticipated that only one award will result from this solicitation via the issuance of a firm fixed price simplified acquisition./commercial services order. The anticipated period of performance will be from 11/07/2006 thru 11/06/2007. The provision at FAR 52.211 Instructions to Offerors-Commercial Items, applies to this acquisition. Other FAR clauses which apply are FAR 52.212.3, Offeror Representations and Certifications-Commercial Items which can be done electronically on http://orca.bpn.gov; FAR 52.222-3 Convict Labor; FAR 52.222-19 Child Labor-Cooperation with Authorities and Remedies 52.222-35; FAR 52.228-5 Insurance-Work on a government Installation JAN 1997, HSAR (Homeland /Security Acquisition Regulation) 228-70 Insurance DEC 2003, HSAR 3052.242-72 Contracting Officers Technical Representative DEC 2003. The following clauses are also included: FAR 52.222-36; 52.222-37 and 52.232-33. Trash pick-up is mandatory at least once a week. There are occasions when it shall be picked up more than once a week, up to three times a week. Trash consists of wood and metal, no hazardous trash. There are two compactors located on site. When the full compactor is removed, for disposal, it shall be the contractor?s responsibility to put the second FEMA owned compactor in place. Contractor shall remove FEMA trash compact containers from site for disposal and return to FEMA site once trash disposal is complete. Written responses to this RFQ must be received no later than 2:30 P.M./EST 11/08/2006 and shall be addressed to Federal Emergency management Agency, Mt. Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Mt. Weather, VA 20135, ATTN: Joan H. Johnson Bldg 413.
