Description
The National Aeronautics and Space Administration (NASA)/ John F. Kennedy Space Center (KSC) plans to issue a Request for Proposal (RFP) for payload processing capabilities to support various missions launching from the Western Range. The services being required are the payload processing capability for west coast payloads launching on expendable launch vehicles. The ordering period for these services will be Calendar Year (CY) 2007 through 2009 for launch approximately one year later, with additional option ordering periods through CY 2011. The contractor shall provide processing facilities and support services to facilitate the conduct of payload processing and integration activities in preparation for mating the spacecraft with the launch vehicle for launches from Vandenberg Air Force Base (VAFB), CA, within the respective years. The Contractor shall provide standard, non-standard, and mission-unique services in support of mission processing at the processing facility, including arrangements for receipt of flight hardware and Ground Support Equipment (GSE). NASA intends to make one or more award(s) of the Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract. The minimum order value is $10,000 with a maximum order value of $35,000,000. This procurement is anticipated to be conducted under full and open competition as set forth in FAR 6.1, and acquired as a commercial item under FAR 12. The applicable North American Industry Classification System (NAICS) code is 541710 ? Research and Development in the Physical, Engineering, and Life Sciences. The anticipated release date of the draft solicitation is on or about November 1, 2006, with a response date within two weeks. The anticipated release date of the final solicitation is on or about December 1, 2006, with an anticipated closing date on or about January 2, 2007. The firm date for the receipt of proposals will be stated in the RFP. All responsible sources may submit an offer that shall be considered by the agency. An ombudsman has been appointed ? These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
