The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below General Statement of the Purpose of this Contract and Responsibilities of the Contractor A. Background: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogot?, Colombia. The position provides planning, maintenance support and contract oversight for the Colombian National Police Aerial Eradication Program and Colombian Army Aviation Program in Colombia, and its fleet of DOS/INL aircraft. The end game of the CN Aviation Program in Colombia is the curtailment of the supply of illegal drugs from Colombia through aerial and airmobile eradication of drug crops, interdiction of refining laboratories and trafficking activities, and related enforcement operations. B. Purpose: The purpose of this Personal Services Contract (PSC) position is to provide an Aviation Maintenance Advisor for the Colombian National Police Aerial Eradication Program and Colombian Army Aviation Program in Colombia. The incumbent serves as in-country aviation maintenance advisor, tasked with assisting the Senior Aviation Advisor for INL Air Wing Programs in Colombia by providing aviation maintenance oversight for both rotary-wing and fixed-wing aircraft, which includes quality control, production control and ALSE expertise for program implementation, direction and execution oversight. The incumbent advises/oversees and assists in the development, coordination, and implementation of all aspects of aircraft and aircraft related equipment maintenance, quality control, production control, logistical support systems, procedures and plans in support of counter-narcotics operations. The Aviation Maintenance Advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting Office of Aviation assets. C. Supervisory Controls: The incumbent reports to and is supervised by the Senior Aviation Advisor for the INL Air Wing Program in Colombia; however, the individual exercises some latitude for independent action and refers unusual or unique actions to the INL Air Wing Chief of Maintenance at Patrick AFB, for his direction or guidance. Complete work is reviewed for timeliness and effectiveness. A. Description of work A. Performs oversight and evaluation of contractor aircraft maintenance as well as maintenance training and logistics programs. This oversight includes but is not limited to, reviewing and monitoring contractor maintenance and logistics procedures and operations. Submits periodic written evaluations of the contractor?s activities and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to maintenance and logistical support, for inclusion in the monthly award fee evaluation. B. Assists the Senior Aviation Advisor in directing and coordinating both fixed-wing and rotary-wing maintenance and logistical support within Colombia, for the purpose of destroying opium poppy crops and coca through aviation support in the eradication effort. In addition, provides maintenance, maintenance training and logistical support for the program. C. Develops, coordinates, organizes, and implements comprehensive aircraft maintenance and logistical support systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to: the Department of State Maintenance and Logistics Support Plans, Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Colombia, and Deployment procedures in support of host nation operations throughout Colombia. Oversees the Maintenance Test Pilot Standardization Program in Colombia. D. Gives general direction and guidance to the contractor and host nation aviation maintenance and logistics activities personnel for the purpose of providing adequate assets in support of destroying opium poppy, and interdicting the flow of finished narcotic products into the United States. This activity includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, other federal agencies, and host nation agencies for the purpose of providing maintenance and logistical support to the aerial eradication and interdiction operations. E. Collects, reviews, and disseminates data on aviation maintenance and logistics management policies/procedures in support of the counter-narcotics mission of the Office of Aviation. Minimum Qualification: A. U.S. citizen, subject to State Department Secret level security clearance. B. In depth knowledge and experience as an Aviation Maintenance Supervisor in a medium to large aviation organization of the U.S. Armed Forces or U.S. civilian agency/corporation. C. In depth knowledge of aviation maintenance and logistics support programs, to include, logistics plans, procedures, and related documents. D. In depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft maintenance and logistical support. E. Basic knowledge of computer based maintenance and logistical support programs. F. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft maintenance and logistics management. Should have a basic knowledge of command communications, government intelligence procedures, and aircraft maintenance and logistics management procedures. G. Certification as a FAA Airframe and Power-plant mechanic with experience in rotary-wing and fixed-wing aircraft is highly desirable. H. Experience as a military or a commercial rotary-wing maintenance test pilot is highly desirable. I. Ten years experience in aircraft maintenance, of which five were as a supervisor in either civil or military aviation programs, is highly desirable. J. Experience in turbine powered fixed-wing aircraft maintenance is highly desirable. K. Experience in aircraft maintenance as a quality control supervisor in either a large civil or military aviation program is highly desirable. L. Knowledge of aviation life support equipment is desirable. M. Knowledge of and skill in operation of desktop computer based word related documents. N. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. O. Possession of a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating is highly desirable. P. Basic knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations, and experience as a military/civil aviation safety officer or formal training/education is highly desirable. Q. Basic knowledge of tactical employment of fixed and rotary-wing aircraft in counter-narcotics operations, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. R. Knowledge of the Spanish Language is desirable. COMPLEXITY A. Assignments include analysis of all facets of aviation maintenance and logistics management, and involve a fleet of fixed-wing and rotary-wing aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include general aviation support; forward area aerial re-supply, replenishment, sustainment and host nation aviation training. B. Incumbent must apply specialized and professional knowledge to oversee maintenance and aviation maintenance training, including Maintenance Test Pilots? evaluations in addition to oversight of logistics support for the contractor and host nation maintenance/logistics personnel operating under the Department of State program in Colombia and at multiple forward operating locations. C. The incumbent oversees multi-national/multi-cultural maintenance and logistical support programs, and plans/policies/procedures for the Office of Aviation. The incumbent coordinates recommendations from staff officers, and consults with the Chief of Maintenance of the Office of Aviation regarding ongoing projects. Provides guidance to contractor maintenance managers, logistics managers, and host nation personnel, and oversees implementation of the maintenance and logistical support program. D. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation?s aviation safety program which will improve the flight safety of aviation operations in support of the counter-narcotics mission. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods of time without assistance. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of narco-traffickers and guerrillas, and therefore pose risk to the incumbent while at these sites. EVALUATION CRITERIA Factor 1: Offertory?s experience and knowledge in developing, coordinating, organizing, and implementing comprehensive aircraft maintenance and logistical support systems and procedures. Factor 2: Offertory?s demonstrated experience in performing oversight and evaluation of contractor aircraft maintenance, maintenance training and logistics programs. Factor 3: Offertory?s experience in directing and coordinating both fixed-wing and rotary-wing maintenance and logistical support and in providing maintenance, maintenance training and logistical support for programs. Factor 4: (Past Performance). Offertory?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.) B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
