Description
KUWAIT L-100-30 Request for Information (RFI) This is a request for information and not a solicitation. INTRODUCTION: The time is of the essence on this potential requirement and therefore a reply is needed with price estimates no later than 09 Nov 2006. The Government is interested in obtaining information concerning potential requirements to support a customer that own L-100-30. Please review the below listing and provide an estimated cost. If pictures of your item(s) are available, please provide one. SCOPE: Item 1: Cargo Area Modifications: Subject Aircraft is the L-100-30 (commercial version of C-130) and the requirement is to outfit three (3) aircraft tail numbers. Item 1/Part 1: Insulation/Hard Wall Paneling: (For 3 Aircraft) Aircrafts to be equipped with Insulated Hard walls/Insulated Panels for passenger transportation. Subsequent color schemes, materials, and design layout will require customer advance concurrence. The Hard wall Paneling and Interior must meet FAA Regulations, to include but not limited to (1) FAA Part 25.561, Emergency Landing Conditions, (2) FAA Part 25.853(a), Compartment Interiors, (3) FAA Part 25.811 & 25.812, Emergency Exit Markings & Lighting. Additionally, an Appropriate Stress Analysis Report to be conducted to validate ?Airworthiness?. Easy access provided to reach aircraft systems without damaging the paneling. The insulation panels must be fitted with quick disconnect for easy access of crew and maintenance personnel. The insulation material used must be covered by a durable protective material that is not damaged by repeated cargo operations, yet also be detachable for VIP missions. All the applicable documentation including but not limited to: (1) Flight Manual Supplement and Approved amendments, to include an emergency section, (2) Maintenance Manuals, (3) Spare Parts catalog with Illustrated Parts Breakdown (IPB), (4) applicable wiring diagrams, (5) Weight and Balance Data Sheet amendments for each configuration, with the actual weight marked in a location easily visible and legible. The guaranteed Cabin sound level should conform to the National Business Aircraft Association (NBAA) standards for executive comfort. This amounts to a level of 73-75 dB during normal Cruise operations and up to 80 dB during other high power operations. The Paneling must withstand and conform to climatic environmental conditions that are as follows: Temperature +55 Celsius, Relative Humidity (RH) +80% condensation, and high dust content. After repeated high temperature / high humidity and cool/dry cyclic use the Panels should no swell, bulge, discolor or warp. Guaranteed for at least 5 years. Item 1/Part 2: VIP Seating: (Required Quantity of 1 {One}) A 12-Seat VIP seating configuration mounted on an aircraft pallet(s). VIP Cabin to have Front/Back Bulkheads, a VIP private Toilet facility, Galley Area and Changing Area. Submission of details for complete V.I.P cabin design including lighting and applicable fixtures. Supplemental portable oxygen system installed for passenger use in the seat, in the event of a pressurization emergency and Flotation Device/Life vest provided for each seat. Item 1/Part 3: Economy Class ?Y? Seating: (Required Quantity of 6 {Six} Each) A 15-Seat ?Y? Class seating configuration mounted on an aircraft pallet. ?Y? Class Cabin to have own Toilet facility and Galley Area. Submission of details for complete cabin design including lighting and applicable fixtures. Supplemental portable oxygen system installed for passenger use in the seat, in the event of a pressurization emergency and Flotation Device/Life vest provided for each seat. Item 1/Part 4: Ramp Baggage Pallet: (Required Quantity of 2 {Two} Each) Two palletized baggage containers shall be mounted on the ramp. The containers shall be compartmentalized both vertically and horizontally when in a horizontal position, and shall have a means of securing baggage while in the containers. Item 1/Part 5: Crew Module Pallet: (Required Quantity of 2 {Two} Each) A seating configuration to accommodate 4 to 6 people and 2 bunk beds (sleep for two) mounted on an aircraft pallet. Crew Module to have own toilet facility, food storage area, and spares storage area. Submission of details for complete cabin design including lighting and applicable fixtures. Supplemental portable oxygen system installed for passenger use in the seat, in the event of a pressurization emergency and Flotation Device/Life vest provided for each seat. Item 1/Part 6: Equestrian Module Pallet: (Required Quantity of 4 {Four} Each) Suitable for carrying/transport of Full size Horses. Each module to house 3 (three) horses with assured safety. Equestrian pallet design must be FAA/JAR approved and require customer advance concurrence. Item 1/Part 6A: Equestrian Groom Pallet: (Required Quantity of 1 {One} Each) A ?Y? Class seating configuration for the grooms/handlers to have own toilet facility. Submission of details for complete cabin design including lighting and applicable fixtures. Supplemental portable oxygen system installed for passenger use in the seat, in the event of a pressurization emergency and Flotation Device/Life vest provided for each seat. Note: FAR Clause 52.215-3 Request for Information for Planning Purposes (Oct 1997) applies as follows: (a) The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information requested except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ?proposal? and ?offeror? are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
