Description
The Federal Bureau of Investigation (FBI) has a requirement to refresh its Information Technology (IT) components including laptops/notebooks, desktops, servers, peripherals, printers, storage area networks, tape libraries, remote control switches, and direct attached storage. This Request for Information (RFI) is being used to obtain contractor?s capabilities for planning purposes. Responses to this RFI will used to determine the bidder?s list for the below listed mandatory requirements for the FBI?s Tech Refresh solicitation. This RFI is limited to companies currently holding a General Services Administration (GSA) 70 Schedule contract under Special Item Number (SIN) 132-8. Responses to this RFI will have a direct bearing on companies receiving the future Tech Refresh solicitation. Therefore, if a company does not respond to this RFI satisfactorily demonstrating their capabilities in all the below listed areas, they will not receive the future Tech Refresh solicitation. It is the FBI?s intent to solicit from a select group of contractor?s off the GSA 70 Schedule, SIN 132-8. In accordance with Federal Acquisition Regulation (FAR) 8.405-1 (c) and for efficiency purposes, the government may limit the number of contractors receiving the future Tech Refresh solicitation to allow for an efficient bidder?s list among the most highly demonstrated responses to this RFI. The FBI is using this RFI to review the capabilities of prospective offerors. This RFI provides a general description of the scope or purpose of the future Tech Refresh acquisition. Selected prospective offerors to this RFI will be afforded an opportunity to participate in the resultant acquisition if it is determined they have successfully demonstrated their capabilities in the following areas. The government?s determination as to how or if to proceed with the Tech Refresh acquisition is solely within it?s discretion. SMALL BUSINESS PARTICIPATION In order to encourage Small Business subcontracting, provide a subcontract master plan (FAR 19.701 Definitions) that maximizes opportunities for small business participation. CENTRAL POC/TASK MANAGER The FBI requires a task manager that will provide all required reports; serve as the central point of contact for service requests; and central POC for all purchase orders issued. As such an 800 phone number or comparable is required for persons to call and register issues regarding products (maximum 100 users). Demonstrate your ability to perform this task by identifying an in-house representative with skill sets and responsibilities (limit to one page). ON-LINE ORDERING CAPABILITY The FBI requires an online ordering capability for a maximum of 100 authorized users. The online ordering shall limit the ordering capability to the most current approved baseline equipment for each equipment category. The ordering screen shall be capable of accepting a credit card or purchase order as a payment option; allow the option of choosing the standard delivery lead time or specifying a tailored delivery schedule and the tailored delivery schedule option should be quantity driven. Demonstrate your ability to perform this task by providing screen print outs reflecting the above options (no more than 10 pages). BARCODE & REPORTING The FBI requires the contractor to barcode and issue reports. Contractors will be provided ranges of numbers for Barcode stickers (i.e. F2275628) to be attached to each CPU/Server/Printer/Laptop, etc. that has an acquisition cost of $1,000 (total cost) or more or contains a CPU. The contractor shall ensure that the barcodes are affixed to the front face plate of each component prior to packaging and shipment. Each barcode shall be retained in a cross referenced data file to include model, date of warranty coverage, serial number, and assigned FBI property number, with delivery location as well. Reports shall be provided (in electronic format ? Microsoft Office Product) which list the Component name, the serial #, model #, the barcode # (Property #), location shipped to, Point of Contact (POC) for that location, name of person accepting the shipment at the location. These reports will be maintained for the life of the contract. The barcode dimensions are: size ? 1 x 1.5 w/.25 slit; material ? polyester; laminate ? shiny; corners ? rounded; height: .75 and .25. A sample can be provided upon request. The following listed reports and frequency shall be required. Demonstrate your ability to perform this task by providing a sample barcode and a sample of each report (no more than ten pages). Provide documentation in Excel format (listing products by categories, compliant or exempt, and reason) to support exception determination for those products or services that are exempt. EPA ENERGY STAR CERTIFICATION Indicate that equipment offered is Energy Star compliant as determined by the EPA sanctioned test and that any subsequent deliveries of equipment shall also be Energy Star compliant as determined by the EPA sanctioned test. DELIVERY INSTRUCTIONS Contractors will be required to furnish pallets or skids for bulk shipments. A bulk shipment is 10 or more containers to the same receiving office. The maximum weight per pallet or skid is 2,000 pounds. All palletized shipments shall be designated for a single room and/or individual. The shipping label shall contain the name of the recipient, the recipient's room number, and purchase order. Except for size, pallets must conform to federal specifications NN-P-71, and any amendments thereto, as follows: type 1, group 3, 2-way flush pallet, size L 48 x W 40 inches. Full entry must be the 40-inch width. Containers must be fastened securely to the pallet in a manner that will prevent lateral movement but will permit ready removal without damage to the containers. Pallets shall be suitably packed so as to ensure acceptance and safe delivery by common carrier to the point of delivery. Maximum height including the pallet is 60 inches. The contractor shall instruct and ensure that the delivery company is fully aware that ?no re-palletizing of shipments? will be allowed. Demonstrate your ability to perform this task by providing a statement of conformity and/or identifying warehouse capabilities, if available (limit to one page). SECURITY Provide documentation that supports your company?s ability to be eligible or already possess a current (within the last three years) facility clearance (ex. DD 254). Contractor personnel, requiring access to FBI facilities shall be U.S. citizens and shall be capable or already possess a current ?Secret? clearance. In accordance with Section 24, Personnel Security of Department of Justice (DOJ) Order # DOJ 2640-2, entitled ?Information Technology Security, Foreign Nationals? will not be authorized to access or assist in the development, operation, management or maintenance of Department IT systems. Contracts will not be awarded to Foreign Nationals. The FBI intends to secure services or equipment from companies which are not under foreign ownership, control or influence (FOCI) or where any FOCI, in the opinion of the government adversely impacts on security requirements. Therefore, provide a statement regarding the status of your company?s foreign ownership, control, and influence and a representative listing of contractor employees with respective clearance level in Excel format (no more than three pages). TEAMING ARRANGEMENT In order to support maintenance and replacement parts for multiple manufacturers? product lines, we highly encourage the use of teaming arrangements. Teaming arrangements complement other company?s capabilities and offers the government a total solution that combines supplies and/or services to meet the government?s needs. Provide documentation to support your company?s ability to maintain and support the range of products described above and if any teaming arrangements will be/are formed. Summarize the particulars of the teaming arrangement, the designated team members, their corresponding GSA Schedule contract numbers and/or other government-wide contract, and describe the tasks to be performed by each team member (no more than three pages). In order to help us review your capabilities in a timely manner, please conform to the following guidance when preparing and submitting your responses: 1) Provide company, name, address, telephone number and facsimile number, GSA Schedule number and point of contact; 2) Provide documentation or support for all the paragraphs listed above (limiting responses to page limits where identified). 3) Submit responses on Compact Disc or flash drive formatted in a Microsoft Office Product format. 4) Identify what products your company can provide (all or partial). The cost of responding to this RFI shall be exclusively borne by the contractor and no costs will be reimbursed by the government. The FBI makes no implied or in fact contract by issuing this RFI.
