- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS WILL BE A REVERSE AUCTION ACQUISITION processed as a full and open competition. See below for Reverse Auction Instructions and Agreement. The Small Business Size Standard is 1,000 employees for NAICS code 333618 for this acquisition. This solicitation is issued as an Invitation For Bid (IFB) from C-E LCMC Acquisition Center, Fort Monmouth, NJ 07703, AMSEL-AC-CA-RT-Y, and the number assigned to it is W15P7T-07-B-D408. The proposed action is for a Firm-Fixed Price contract for 250 KUBOTA Engine Diesel Assembly, Part Number D722TB-11 for 10 KW Auxiliary Power Unit (APU), Government Owned Top Drawing Number 13230E6324 for the old National Stock Number (NSN) 2815-01-456-6955 ; and new N SN 2815-01-543-7016. Delivery requirements are 10 units 150 days after contract award with 50 units each month thereafter until completion. Inspection and Acceptance will be at the Source, and FOB Point is Destination. All items are to be shipped to XU Transportation Officer, DDSP New Cumberland Facility, Building Mission Door 113-134, New Cumberland, PA 17070. Packaging - Military Packaging in accordance with CECOM Special Packaging Instruction (SPI)# AG00000606 shall be used for preservation and packa ging of these materiels. The Level Of Protection (LOP) = Military, Level Of Pack (LPK) = Minimal, Quantity Unit Pack (QUP) = 001. Marking shall be in accordance with MIL-STD-129P All requirements shall be in accordance with the Statement of Work that is attached. The US Army CECOM has established the IBOP website as part of the Armys Singe Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from C-E LCMC to i ndustry. All parties interested in doing business with C-E LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil. At the conclusion of the Reverse Auction, the Government intends to make an award to the contractor who submits the lowest total price and is deemed responsible by the Contracting Officer. The contractors must bid on the quantity identified in this solicit ation. The Contracting Officer reserves the right to make no award under this procedure. The United States Communications-Electronics Life Cycle Management Command (C-E LCMC) will conduct an anonymous, online Reverse Auction for the requirements specified in Section B of this solicitation. The specific time for this Reverse Auction will be 20 November 20 06 starting at 2:00 PM EST. Delivery will be in accordance with the specified delivery schedule as stated above. The contractor shall sign and return this agreement, in addition to the Representations and Certifications, to the Contracting Officer at C-E L CMC to receive a User ID and Password for the Reverse Auction by 3:00 PM EST, 13 November 2006 . Please submit the following information for user name and password assignment: First and Last Name, Company Name, Mailing Address (Street, City, State & Zip Co de), Cage Code, Phone Number, Email Address and Time Zone. All approved contractors will be provided a user name and password, training date and POC prior to start of auction, as well as the web address to gain access to the auction. The contractor agrees to meet each requirement specified and only offer items that meet or exceed these requirements. 2. By participating in this Reverse Auction, you grant the Government the right to disclose your price; however, your name will be kept anonymous. The Contracting Officer also reserves the right to suspend or cancel the Reverse Auction at any time. If the Contracting Officer cancels the Reverse Auction, the solicitation may be processed following normal Sealed Bid procedures. 3. It is anticipated that a Firm-Fixed Price contract will be executed for this requirement. Contractors must bid on the full quantity only. The price entered on the web site during the Reverse Auction shall be the total price. This contract will be for on e line item - CLIN - (Quantity of 250 each X Unit Price = Total Price submitted). A contractor shall not be permitted to submit any revised pricing other than the final price submitted during the Reverse Auction. Once the Reverse Auction is complete, the winning contractor shall submit a signed copy via email of their final bid prices to the point of contact above. Contractors have 24 hours from the time the Reverse Auction closes to submit a complete breakout of SLIN price. 4. EXAMPLE: SLIN QUANTITY UNIT PRICE EXTENDED PRICE 0001AA 250 $1.00 $250.00 = $250.00 (TOTAL BID PRICE) **CAUTION: UNBALANCED BIDS WILL CAUSE CONTRACTORS TO BE ELIMINATED/FOUND NONRESPONSIVE (SEE FAR 14.404-2(g), 14.405.)** 5. The Governments starting price for this auction will be a total price of $1,250,000.00. Bids will be submitted in minimum decrements of $1,000.00. Prices will be submitted in whole dollars only. An offer submitted during the Reverse Auction must diffe r from the leading offer by at least the decrement listed above. This decrement is also identified on the Auction Preview Screen within the Reverse Auction Tool. 6. The original time period for the Reverse Auction will be 30 minutes. If a bid is submitted within the last four minutes of the time period specified for the Reverse Auction stop time, as indicated by the web site server clock, a five-minute extension p eriod will be generated. There will be no limits on the number of extensions in each Reverse Auction; the market price will be the determining factor in closing the auction. If no bids are submitted within the extension period, the Reverse Auction will c lose. 7. By participating in the Reverse Auction, contractors certify they will not knowingly disclose their price to any other bidder except anonymously during the Reverse Auction. The contractors further certify that anonymous disclosure of its price during th e Reverse Auction shall not be for the purpose of restricting competition. 8. Basis for Award: At the conclu sion of the Reverse Auction, the Government intends to make an award to the contractor who submits the lowest total price and is deemed responsible by the Contracting Officer. The contractors must bid on the quantity identified in this solicitation. The Co ntracting Officer reserves the right to make no award under this procedure.
