Description
This is a combined synopsis/solicitation for commercial/supply and service items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number AG-3187-S-07-0001 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The clauses and provisions referenced in this solicitation can be found in full text format at http://www.arnet.gov/far. This is a total small business set-aside and the small business size standard is $21.0 million. The North American Industry Classification Code is 541618. A quotation is requested to provide non-personal professional services and related work, providing consultation services and documentation to support the Contracting Offier?s Representative (COR) and Interagency Program Manger with implementation of the National Recreation Reservation Service (NRRS) contract, and subsequesnt operational aspects of the overall reservation service. The awarded contract will be a firm fixed price contract, between approximately November 8, 2006 through April 30, 2007. The NRRS Contract Management Office (NCMO) serves as the primary government office for all financial, operations and business management functions of the NRRS, and is located in Rutland, VT. It is anticipated that at least one visit to the NCMO will be required, however it is not intended that all work in support of the implementation project occur at the NCMO. It is anticipated that some of the work will occur at the NRRS Contractor?s corporate office in Missassuaga, Ontario and some work will occur at other locations, which may include Washington, DC; Ballston Spa, NY and other field locations in the continental US. Line Item (01) - Consultant, estimated quantity 500 hours, approximately 80 hours/month. NRRS Background: The NRRS is the federal multi-agency reservation service that provides recreation reservation services for the USDA Forest Service, US Army Corps of Engineers, and the Department of Interior agencies including the National Park Service, Bureau of Land Management and Bureau of Reclamation. The NRRS is a component of the President?s E-Gov initiative, Recreation One-Stop. Other Federal agencies may also join the service dependent upon their needs for outdoor recreation reservation services. The ?new? NRRS contract is a follow-on contract to the existing NRRS, which was originally implemented in 1997. The current NRRS contract with ReserveAmerica is in the last option year and will expire September 30, 2007. The ?new? contract will involve migrating the existing reservation service for the National Park Service into the interagency NRRS and providing the Federal government?s recreation portal for all Federal recreation facilities and activities. Facilities and activities offering reservations are in the NRRS and consist of family campsites, group overnight campgrounds, cabins, day-use shelters and group areas, tour/ticketing and permits for entry into the Boundary Waters Canoe Area Wilderness (BWCAW). Requirements include the following: The primary need is for consultant and advisory type services. The Contractor will review the NRRS contract for purpose of serving to advise the COR/Interagency Program Manager on contract implementation tasks and development needs. The services needed include the following: 1) Assisting the government in review and analysis of the proposed NRRS contract implementation schedule, recommending alternative options and approaches, for further discussion with the NRRS service provider as necessary. This includes assisting the COR with implementation and critical task schedule monitoring; 2) Assisting the government in defining an acceptable user acceptance testing schedule, including development of test scenarios, and observation of acceptance testing progress and findings; 3) Assisting the government in development of requirements for unique reservation service opportuntities, including river rafting permits, and other outdoor recreation activities. This may include onsite visits to these locations and discussions with agency field personnel; 4) Serving, as directed by the COR, as the government?s representative for onsite coordination and work with the NRRS service provider at their various offices during implementation; 5) Reviewing all NRRS interagency reservation policies and procedures, including researching other reservation services policies, to advise the government with any recommendations for revisions. These policies include, but are not limited to, advanced booking windows, minimum booking windows, and direct data entry policies and procedures; 6) Assisting and advising the government on internal communications, as well as external marketing and communications with the public. This will include review of the NRRS Marketing and Communications Plan provided by the service provider. In addition, the Contractor shall meet with Agency leadership, if required, to assist the COR/Interagency Program Manager with briefings on the implementation plan and schedule. The Contractor shall participate in other meetings, as required, with NRRS agency workgroup representatives, including the agency COTRS, NRRS Performance Manager, CO and other contractors. Technical interface with the Contracting Officer?s Representative (COR) and other designated Government personnel will be provided to assist Contractor personnel in obtaining information. Bi-weekly status reports shall be required. The weekly status reports shall summarize the activities completed in a given week, planned activities for the following week and outstanding issues. Bi-weekly status plans will be used in an agreed upon format and will be submitted in MS Word. All documentation, analysis and recommendations shall be delivered to Lynne R. Beeson, Acting COR, of the National Recreation Reservation Service (NRRS) at: Lynne R. The FAR provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offers submitted must include past performance information, resume of key personnel and price. Provide references for similar work during the past five years. Specifically include experience with implementation activities associated with oudoor recreation reservation services and systems. Reimbursement for travel will be made for approved travel costs actually incurred, in accordance with Joint Travel Regulations. Contract award will be made to the offeor offering the best value considering past performance, experience and price; with past performance and experience being more important than price. In addition, offerors will include with their offer a completed copy of the FAR provision 52.212-3, Offer Representations and Certifications - Commercial Items. The FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, apply to this acquisition.
