- The purpose of this modification is to notify potential offerors of the following: 1. The release date for the solicitation has been delayed. The new release date will be listed on this site when it has been finalized. 2. The Government wishes to advise potential offerors that it intends to require in the solicitation that all prime offers from other-than-small-businesses include a subcontracting plan that subcontracts at least 23% of the total contract price to small businesses, small disadvantaged businesses, woman-owned small businesses, HubZone small businesses, and service-disabled-veteran-owned small businesses. Offerors would further be evaluated on the extent to which this minimum requirement is exceeded. Prime offers from small businesses would receive the maximum score under this evaluation criterion. Offerors are strongly encouraged to plan accordingly.
